About this opportunity
The Pasadena Fire & Police Retirement System is seeking proposals from qualified certified public accounting firms to provide comprehensive auditing services for its financial statements. The procurement opportunity covers a potential five-year contract term beginning April 1, 2023, with three initial years and two optional renewal years. The primary deliverables include annual audited financial statements for fiscal years ending June 30, 2023, 2024, and 2025, prepared in conformity with generally accepted accounting principles and current professional standards for local California government pensions. Key objectives encompass preparing detailed financial statements, coordinating with the System's actuary and legal counsel on funding issues, and providing consultation on reporting changes and regulatory requirements. The evaluation criteria will comprehensively assess proposers based on experience, firm qualifications, personnel qualifications, methodology, cost, and local business preferences. Proposals must be submitted electronically through the City of Pasadena's eProcurement Portal by January 19, 2023, at 2:00 pm, with submissions limited to 50 total pages. The System specifically expects the field senior in-charge to be a CPA with at least three years of experience in auditing public retirement systems.
The contract appears to have no specific set-aside designations for disadvantaged enterprises, though local business preferences are noted in the evaluation criteria. The retirement system serves a closed, single-employer defined benefit retirement plan with approximately 186 retired employees and beneficiaries, and a fiduciary net position of $111,661,738 as of June 30, 2022. While no incumbent vendor is explicitly identified, the contract requires comprehensive documentation including a Unique Entity Identifier (UEI) from SAM.gov and a Conflict of Interest Disclosure form. Proposers must provide detailed information about their previous project experience, with space for documenting five separate relevant projects. The pricing proposal must include all direct and indirect costs, though a specific budget range is not explicitly stated in the procurement documents. Compliance requirements include adherence to current Government Accounting Standards Board standards and potential adjustments for any future accounting standard changes released during the contract term.
