About this opportunity

The City of Ellsworth, located in Ellis County, Kansas, is seeking qualified certified public accounting firms to provide comprehensive audit services for Calendar Year 2023. The procurement is a Request for Proposal (RFP) for a two-year initial contract with potential extension for two additional fiscal years. The selected firm will be responsible for performing a complete financial audit in accordance with Kansas statutes and generally accepted accounting standards, including preparing financial statements and potentially conducting a single audit. Key deliverables include comprehensive audit documentation, financial statements, and a presentation of findings to the City Council by June 15 of each year. The proposal must cover approximately twenty-one municipal funds, including the General Fund, Library, Special Highway, Stormwater Utility, and Fire/Police Equipment funds. Proposals are due by 4:30 pm on March 9, 2023, and must be submitted to the City Clerk's Office. Evaluation criteria will likely include firm qualifications, audit approach, staff experience, and comprehensive cost proposal.

The RFP requires that responding firms be licensed to practice in Kansas and meet Government Accountability Office (GAO) standards, with specific experience auditing governmental entities. There are no explicit set-aside designations or restrictions for disadvantaged enterprises mentioned in the documentation. The City of Ellsworth currently uses the Computer Information Concepts (CIC) accounting system, which will require integration with the selected firm's audit processes. The municipality operates with approximately 26 full-time permanent employees and up to 50 employees during peak seasons, with a 2023 general fund budget of $3,030,697. While no specific budget range for the audit services is explicitly stated, prospective firms should prepare proposals that reflect the complexity of auditing a full-service city with multiple funds and an established accounting infrastructure. The city serves approximately 3,000 residents and provides traditional government services including police, volunteer fire, water, streets, recreation, public cemeteries, and parks.
