About this opportunity
The Colorado School for the Deaf and the Blind (CSDB), a state agency within El Paso County and Colorado Springs City, is soliciting bids for audiology hearing aid verification equipment through a documented quote process. The procurement seeks an Audioscan Verifit 2 Clinical REM/HIT (Real Ear Measurement/Hearing Instrument Testing) system paired with an Audioscan Verifit External Speaker for directional microphone on-ear testing capabilities. Vendors must submit firm, fixed-price responses that include all associated costs such as shipping, handling, and delivery on an FOB Destination basis, with no additional reimbursement permitted. Responses are due by May 5, 2016, at 5:00 PM Mountain Time via email to Greg DeGraaff at gdegraaff@csdb.org, and must include vendor contact information, qualifications documentation, a completed Vendor Response Worksheet (Attachment B), and a completed IRS Form W-9. The evaluation will be conducted as a purchase order award to the responsible vendor whose acceptable response is determined most advantageous to CSDB, with cost being the primary consideration factor. Bidders must also provide warranty information and estimated delivery dates as part of their response submissions. No bidders' conference or site visit is scheduled for this procurement.
This solicitation includes a five percent price preference for Service Disabled Veteran Owned Small Businesses (SDVOSBs) that are registered with the U.S. Department of Veterans Affairs and either incorporated in Colorado or maintain a place of business in the state. The Colorado Vendor Self Service (ColoradoVSS) registration system will be utilized for procurement administration, with ColoradoVSS-registered vendors receiving first consideration; non-registered vendor quotes will only be evaluated if adequate competition does not exist among registered vendors. The resulting contract will be subject to the State of Colorado's standard Purchase Order Terms and Conditions (Attachment A), which establish payment terms of net 45 days from receipt of products and acceptable invoices, compliance requirements including E-Verify immigration verification, occupational safety and health standards, and exemptions for the State from federal excise taxes and state and local sales and use taxes. The solicitation does not specify a budget range or award value ceiling. Pricing submitted by vendors must remain firm for the entire term of the resulting Purchase Order agreement.
