About this opportunity

Burnet County, Texas is soliciting sealed bids for audio and visual installation in two identical standalone courtroom systems for District and County Court, with a pre-bid meeting and site walk-through on November 10, 2026 at 3:00 p.m. at 1701 E. Polk Street, Burnet, and bids due November 24, 2026 at 10:00 a.m. The solicitation names no set-aside or preference program. Historically underutilized business (HUB) compliance is an award factor, and DBE certifications are required "if applicable."

The contractor must furnish all labor, materials, equipment, supervision, and work to design, fabricate, manufacture, deliver, install, construct, test, and place into service the audio and visual components. Each courtroom specifies a control processor with ideally 16 inputs and 8 outputs, sound and video control panels for bailiff and judge locations, a dedicated court reporter output, nine wired microphones with goosenecks, four large displays, six additional monitors, ten ceiling-mounted amplified speakers, equipment racks, and power management systems.

The file names no contract value or term. A performance bond is required for contracts exceeding $100,000, and a payment bond for contracts over $25,000, each in the full contract amount from a solvent surety authorized in Texas, with premium costs included in the bid price. Bid prices exclude sales tax on exempt materials, supplies, and equipment, and bids remain valid for 60 calendar days unless the respondent notes otherwise.

The file states award goes to the lowest responsive bidder meeting all requirements, and separately lists evaluation factors: purchase price, vendor experience and reputation, quality of goods and services, extent to which services meet County needs, past relationships with Burnet County or other governmental entities, HUB compliance impact, total long-term cost, safety record, and proposed personnel. Contract execution requires documentation and Commissioners Court approval.

Questions are due November 13, 2026 at 12:00 p.m. Bids go to the Burnet County Purchasing Office at 133 E. Jackson, Burnet, or to bids@burnetcountytexas.org, and late bids are not accepted. Bidders must acknowledge all addenda and submit the Texas Ethics Commission Form 1295, non-collusion affidavits, debarment verification, House Bill 89 verification, felony conviction notification, Iran/Sudan/foreign terrorist organization certification, and firearm entities non-discrimination certification. The County reserves rights to reject any or all bids, waive minor informalities, award by line, extend deadlines, and modify the procurement process.
