About this opportunity

The Wyoming Department of Administration and Information, Purchasing Section, is requesting bids on up to six all-terrain vehicles for the State Engineer's Office, with bids due October 13, 2026 at 2:00 p.m. Mountain Time and questions due October 6, 2026 at 2:00 p.m. Mountain Time. Wyoming resident certification is required by the bid due date where applicable, and preference will be given in accordance with W.S. 9-2-3204(b)(iv)(G).

The scope calls for new ATVs with a 420 CC four-stroke engine, part-time or full-time 4WD, independent rear suspension, dual clutch transmission, electric power steering, heavy-duty skid plate, front and rear racks, trailer hitch, and a Warn 2,500 or equivalent winch with synthetic cable. Delivery must be prepaid and completed to Laramie, Wyoming. Upon award, bidders must provide a Wyoming Certificate of Title made to the Wyoming State Engineer and two copies of itemized invoices or factory line setting tickets detailing all factory options.

The State Engineer's Office is offering six used 2014 Polaris ATVs as trade-ins to reduce the net purchase cost. Bids must include unit pricing for each ATV, a subtotal for six units, the total trade-in allowance for the six existing vehicles, and a grand total reflecting the trade-in credit. Manufacturers must maintain authorized servicing dealers in Wyoming capable of performing warranty repairs and factory recalls.

All bids must be submitted electronically through the Public Purchase online bidding system; paper and email submissions may be rejected. Bids received after the deadline will be rejected. Bidders may alter or withdraw bids through the system up to the due date and time. The State reserves the right to withdraw the solicitation without cause before contract execution, reject any or all bids, waive informalities or technical defects, and make multiple awards if deemed in the State's best interest. Payment will be made within forty-five days after invoice submission and receipt of all required documentation, in accordance with Wyoming Statute 16-6-602.
