About this opportunity

The City University of New York (CUNY), specifically the College of Staten Island (CSI), is seeking a charter bus service provider through an Invitation for Bid (IFB) numbered CSI-2505 for athletics and off-site event transportation services. The procurement will secure a one-year contract commencing October 31, 2025, to provide comprehensive charter bus transportation for CSI's athletic teams, coaches, staff, and other college departments. Required services include primary transportation between the college and event locations, local transportation at destinations, and potential airport transfers in the NYC area. Bidders must demonstrate three years of operational experience, possess proper New York State Department of Transportation licensing, comply with Federal Motor Carrier Safety Regulations, and maintain a "satisfactory" safety rating. Key evaluation criteria include the lowest responsive and responsible bidder, with unit pricing applied to actual services rendered. All questions regarding the IFB must be submitted in writing via email by September 22, 2025, at 4:00 PM EST, and the final bid submission deadline is October 9, 2025.

While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, bidders must meet rigorous qualifications including detailed documentation of vehicle inspections, driver qualifications, and background checks. The solicitation requires specific documentation in Schedules 1-5 of the IFB Specifications, with strict requirements for driver training, conduct, and ongoing compliance monitoring. Although a precise contract value is not specified, the bid includes a fixed $5,000 toll allowance and requires pricing across multiple categories: athletics trips (with per-mile pricing for various mileage ranges), ad-hoc campus department trips, and miscellaneous expenditures including relief driver rates and multi-day trip differentials. The contract will be awarded through a competitive bidding process, with the expectation that the selected vendor will provide a comprehensive and reliable charter bus service that meets the college's transportation needs across athletic and academic events.
