About this file
This document is Addendum No. 1 for Invitation for Bids (IFB) CSI-2505 for Athletics and Off-Site Event Charter Bus Services, issued by the City University of New York on behalf of the College of Staten Island. The addendum extends the bid submission deadline to October 16, 2025 at 2 PM, with the bid opening and public reading of bid prices scheduled for 2:30 PM on the same day. The contract covers charter bus services for various athletic and campus department trips, with estimated quantities across four service categories including one-day athletic trips, multi-day athletic trips, ad-hoc campus department trips, and miscellaneous expenditures.
The addendum makes significant changes to the original solicitation, including modifications to the contractor selection process, liquidated damages provisions, and bid instructions. The pricing structure involves unit prices per trip, per bus, and per day across different mileage and duration categories. A $5,000 non-biddable toll allowance is included, and contractors will be reimbursed for approved tolls. The bid evaluation will be based on estimated quantities across four categories, with the understanding that actual ordered quantities may differ. The document emphasizes flexibility in trip planning, with the college reserving the right to modify service hours and request clarifications or amendments to proposed trip orders.

Attachment H – Specification
The following paragraphs under Section 1 (Project Overview) are hereby deleted in their entirety:
Contractor selection for a Trip will be coordinated on a task order basis, as follows:
A. The College will confirm the Trip and provide a proposed event itinerary to the Contractor. The Contractor shall draft a task order using the estimated total number of miles, as well as any additional price levers necessary to complete the trip, as pre-priced based on the Contractor’s Bid Submission (i.e. estimated tolls, relief drivers, multi-day trip price differential), for the College's review. The Contractor shall confirm its capability to provide the Trip by responding within 24 hours’ notice by the College. The College reserves the right to request clarification or propose amendments to the task order prior to acceptance of same.
B. If the Contractor does not respond within the required response time, the College does not accept the task order as written due to the task order’s noncompliance with Contract requirements, or the Contractor otherwise confirms that it cannot fulfill the requirements for an event, the College reserves the right to obtain the required Services from a mailto:(Marino.Pawlowski@csi.cuny.edu) different contractor and bill the Contractor for any difference in price between the substitute contractor’s rates and the Contractor’s applicable Unit Rate in its Bid Submission. This remedy shall be in addition to, and not exclusive of any other remedies available to the College under this Contract, at law, or in equity, including the assessment of liquidated damages.
C. Once the task order is accepted, the Contractor shall log all miles actually traveled, and notify the College of any changes in routing/itinerary that will result in a final trip that exceeds the task order rate. In the event that the total number of miles brings the trip to a higher threshold, the Contractor shall still accept and bill at the per-mile rate for the original trip threshold.
And replaced with the following:
The College will confirm each Trip with a proposed itinerary including the departure and arrival points, and number of days that the Trip will take. The Contractor shall confirm its capability to provide service for the Trip by responding within 24 hours’ notice, which will indicate the estimated number of miles to determine the appropriate price category threshold listed on Attachment I. At the end of the Trip, the Contractor will provide odometer reading to validate the total number of miles traveled. Any extensions to the response time must be submitted in writing, and may be considered on a case-by-case basis.
If the Contractor does not respond within this timeframe or any extension granted by the College, or the Contractor otherwise confirms it cannot fulfill the requirements for a Trip, the College reserves the right to obtain the required Services from a substitute contractor and bill the Contractor for any difference in Price between the substitute contractor’s rates and the Contractor’s applicable Unit Rate in its Bid Submission. This remedy shall be in addition to, and not exclusive of any other remedies available to the College under this Contract, at law, or in equity, including the assessment of liquidated damages.
The Contractor shall not have a claim for additional payment in the event of a change in routing/itinerary that results in an increase to another price category threshold.
The following paragraphs under Section 9 (Liquidated Damages) are hereby deleted in their entirety:
9.2 The College may assess liquidated damages as follows:
• For each scheduled pick-up where the vendors arrives late, which shall be defined as arriving on site fifteen (15) minutes past the agreed upon arrival time, College may assess liquidated damages at a rate equal to ten percent (10%) of the applicable Bid Price (Extended Price) for the trip category being provided.
• For each failure to provide Services for a scheduled trip, if Contractor fails to provide a substitute vehicle as set forth in Section 7 of this Specification, the College may assess liquidated damages at rate equal to the entire value of the Trip scheduled to be provided.
