About this opportunity

The South Carolina Fiscal Accountability Authority, Division of Procurement Services, is requesting proposals on behalf of Winthrop University for comprehensive student athletic insurance coverage, with proposals due October 13, 2026 and questions due September 17, 2026.

Winthrop University maintains fourteen intercollegiate sports with approximately 275 student athletes, 29 managers, and 20 additional female students for women's flag football. The scope covers both secondary and primary student athletic insurance for accidental medical and dental injuries sustained during intercollegiate athletic participation. The required policy must be fully funded with an annual aggregate limit of $1,000,000, a medical maximum of $90,000 per person per accident, and an accidental death and dismemberment benefit of $25,000. Contractors must be licensed in South Carolina and possess an A.M. Best rating of A- or better (or Standard & Poor's rating of A or better). Minimum experience requirement is five years providing student accident insurance to higher education institutions. Required features include one hundred percent paperless electronic claims processing, online claims status access, twenty-four-hour response capability, and dedicated account representatives. Contractors must provide negotiated rates for medical services and maintain service for existing claims for up to three years post-contract expiration.

The contract commences August 1, 2027 and concludes July 31, 2032, consisting of an initial one-year term with four one-year renewal options for a maximum five-year contract life. Evaluation criteria allocate forty points for the technical proposal, forty points for experience and qualifications, and twenty points for the price proposal. Award will be made to a single responsive and responsible offeror whose proposal is deemed most advantageous to the State. Award notification is scheduled for December 8, 2026, posted at www.procurement.sc.gov.
