The Wilkes County Board of Education is soliciting proposals through a Request for Proposals (RFP) for comprehensive athletic field maintenance services at the Washington-Wilkes Middle/High School campus. The procurement encompasses maintenance services for four athletic facilities: Tiger Stadium football field, a football/soccer practice field, a baseball field, and a softball field. Required services include soil analysis, aeration and top-dressing with double-screened masonry sand, fire ant prevention treatment, weed and insecticide applications, fertilization, and infield edging for baseball and softball fields. Proposals are due by March 6, 2026, at 12:00 p.m. EST, with a mandatory pre-proposal meeting scheduled for February 13, 2026, at 1:30 p.m. EST at the Wilkes County Board of Education office in Washington, Georgia; attendance at this meeting is required for proposal consideration. Written questions must be submitted by February 20, 2026, at 4:00 p.m. EST. Qualified contractors must demonstrate a minimum of five years of experience in athletic field maintenance, maintain proper Georgia and Wilkes County business licensing, and provide specified insurance coverage including worker's compensation with $500,000 employer's liability limits, general liability of $500,000 per person/$1,000,000 per occurrence, and automobile liability of $500,000 per person/$1,000,000 per occurrence. Evaluation will follow a "best value" methodology, with technical merit weighted at 70 percent—encompassing personnel qualifications, company stability, reference quality, and comparable experience—and cost weighted at 30 percent.

The contract, if awarded, will have an initial term running from July 1, 2026, through June 30, 2027, with two optional one-year renewal periods available contingent upon satisfactory performance and availability of funds. Pricing must remain firm for the initial contract year, with any proposed increases over the three-year period not to exceed a cumulative total of ten percent, subject to written approval by the Director of School Operations submitted no later than March 15 of the year prior to the requested increase. All contractor personnel must comply with E-Verify work authorization requirements, maintain drug-free workplace policies, complete background checks with Superintendent approval, and wear company-identifying uniforms while on campus. Payment terms are NET 30 days following receipt of correct invoice. The Request for Proposals document does not specify set-aside designations, restrictions on eligible respondent types, incumbent vendor information, or a specific budget range for this procurement. Proposals must remain valid for a minimum of 90 days following the submission deadline, with opening scheduled for March 9, 2026, at 2:00 p.m. EST and contract award anticipated by March 16, 2026.
