About this opportunity

Grant Public Schools in Grant, Michigan (Oceana County) is seeking competitive sealed proposals for the installation of a complete athletic field lighting system at 96 E. 120th Street, Grant, MI 49327. The procurement encompasses all labor, coordination, and installation services for a comprehensive lighting infrastructure, including directional boring, removal of existing wood poles and fixtures, site restoration, and all necessary wiring and electrical work. The District will provide poles, bases, fixtures, and control cabinet, while the selected contractor must handle material delivery and pickup from Musco Sports Lighting LLC, along with full installation responsibility. Key deliverables include a fully operational LED lighting system with pole assemblies meeting specified technical standards for dimensional requirements, material composition, welding, finishing, and corrosion protection, along with control systems and associated hardware. Contractors must also provide mandatory pricing for an alternate specification to add one Musco LED bleacher lighting fixture with bracket, hub, and hand hole for all four poles on the project. A mandatory pre-bid meeting is scheduled for Tuesday, April 10, 2018, at 10:00 AM at the District's Administration Office (148 S Elder, Grant, MI 49327), with a facilities director conducting a walk-through. Sealed proposals must be received by 1:00 PM on Wednesday, April 18, 2018, requests for information via email must be submitted by April 12, 2018, at 10:00 AM, and contract award is anticipated for April 20, 2018, with full project completion required by August 1, 2018. Bidders must demonstrate at least six similar projects completed in Michigan and submit documentation including a sworn statement disclosing any familial relationships, a Disclosure Affidavit and Attestations for Competitive Bids addressing Iran Economic Sanctions Act compliance and asbestos-free certifications, and a bid bond equal to 5% of the bid amount.

This procurement contains no specific set-aside designations for disadvantaged enterprises, and there are no restrictions limiting the types of organizations that may respond beyond the demonstrated experience requirement of six completed similar projects in Michigan. No incumbent vendor or current contractor is identified in the procurement documents. The successful contractor must secure performance bond and labor/material bond each equal to 100% of the contract value, a two-year warranty bond equal to 5% of the contract price, and comprehensive insurance coverage including general liability of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, excess liability of $1,000,000, and workers compensation at statutory limits, with all policies naming Grant Public Schools and specified parties as additional insureds for three years following project completion. The project is not subject to prevailing wage requirements, and contractors must include all applicable Michigan use and sales taxes in their bid amounts. Liquidated damages of $500 per day apply for any work not completed by August 1, 2018, with payment due within 30 days of satisfactory completion and invoice presentation. No specific budget range or award value is disclosed in the procurement documents; contractors must submit sealed bids as a single package quote for the complete working lighting system, and the District reserves the right to accept or reject any or all bids with or without cause.
