About this opportunity

Laredo Independent School District is requesting proposals for athletic apparel, equipment, supplies, uniforms, accessories, and related items across twelve sports (football, basketball, volleyball, cross country, tennis, soccer, power lifting, golf, track and field, baseball, softball, and swimming), with proposals due June 9, 2026 at 2:30 p.m. Central Standard Time through the district's Bonfire e-bid portal or physical submission at the Procurement Department.

The district serves approximately 19,400 students across 33 educational institutions (20 elementary, 4 middle, 4 high schools). Vendors may bid on all or some aspects of the project. Submissions must include a completed bid table or pricing sheet, price list or website link, a minimum of four customer references for similar services, and Federal and State Certifications. References must include organization name, phone, contact person name and title, email, service type, dollar value, and dates of service; references have 24 hours to respond to verification requests, and timely responsiveness may affect evaluation scores.

The District evaluates proposals using weighted scoring: Purchase Price (55 points), Reputation (10 points), Quality (10 points), Extent of Meeting District Needs (10 points), Vendor's Past Relationship (5 points), Total Long-Term Cost (5 points), and Customer Service (5 points). Pricing is comparative; the lowest bidder receives maximum points, others receive proportional points. The standard contract term is one year with optional extensions for years two and three contingent on annual evaluation. Prices must firm for the contract period; renewal pricing must be submitted 90 days prior to the renewal date with a minimum 12-month price guarantee.

All bids are F.O.B. Destination with freight prepaid and included in price. Vendors must carry workers' compensation insurance with statutory limits and commercial general liability insurance with a minimum $2 million general aggregate. Vendors must comply with Texas boycott certifications (Israel, terrorist organizations, energy companies, firearm entities) and federal requirements including Buy American provisions and Davis-Bacon Act compliance. The Board's evaluation committee recommendation is scheduled for July 16, 2026. Laredo ISD is a member of the Central Texas Purchasing Alliance (CTPA); awarded contracts may be adopted by other CTPA member districts at the same or better pricing and terms.
