About this opportunity

The Idaho Department of Health and Welfare is soliciting proposals for at-home sexually transmitted infection testing services under RFP1466, with proposals due November 30, 2026 at 5:00 p.m. Mountain Time and a pre-proposal conference on October 21, 2026 at 2:00 p.m. Mountain Time via Microsoft Teams.

The scope requires supplying self-collection test kits at no charge to qualifying Idaho residents aged 18 and older, including those in rural areas, pregnant individuals, those without prior HIV or HCV testing, and individuals with reported STI/HIV/HCV risk behaviors. Test services include three-site gonorrhea and chlamydia NAAT, whole wet blood syphilis testing, HIV-1/HIV-2 antibody plus p24 antigen testing, and HCV antibody testing. The contractor must integrate a user-friendly website with partner portal capabilities, implement social media marketing, maintain HIPAA compliance, and obtain CLIA waiver certification for laboratory services. All costs—shipping, handling, virtual consultations, satisfaction surveys, laboratory services, social media marketing, and website maintenance—must be included in the per-unit test kit cost with no separate reimbursement to the Department.

The contract is a fixed unit cost, indefinite quantity arrangement with an initial five-year term from January 1, 2027 through December 31, 2031, with potential renewal upon mutual written agreement not to exceed five additional years. Funding totals $1.44 million from CDC grant ALN 93.940 (HIV Prevention Activities) at $1.065755 million and ALN 93.977 (Preventive Health Services STD Control Grants) at $374,021, plus Ryan White/AIDS Drug Assistance Program rebate funds. The incumbent contractor has delivered self-testing HIV services for approximately six years and STI/HIV/HCV self-collection testing for five years, with cumulative work orders totaling $1.208737 million.

Evaluation allocates 1,000 points across mandatory submission requirements, business information (140 points), organization and staffing (80 points), scope of work (380 points), and cost proposal (400 points). Cost proposals are evaluated only for the top three technical scoring proposals. Questions are due October 28, 2026 at 11:59:59 p.m. Mountain Time. Monthly data and activity reports are due within 30 days of each month's end.
