The service includes a three-site gonorrhea and chlamydia nucleic acid amplification test (NAAT), whole wet blood syphilis testing, HIV-1/HIV-2 antibody plus p24 antigen testing, and HCV antibody testing. The pre-proposal conference is scheduled for October 21, 2026, at 2:00 p.m. Mountain Time via Microsoft Teams. The deadline for submitting questions is October 28, 2026, at 11:59:59 p.m. Mountain Time. Proposals are due November 30, 2026, at 5:00 p.m. Mountain Time, with proposal opening on December 1, 2026, at 8:30 a.m. Mountain Time. The contract has an initial term of five years from January 1, 2027, through December 31, 2031, with potential renewal upon mutual written agreement, not to exceed five years total.
The contract is a fixed unit cost/indefinite quantity arrangement funded by CDC grant Assistance Listing Number 93.940 (HIV Prevention Activities) totaling $1,065,755.00 and ALN 93.977 (Preventive Health Services STD Control Grants) totaling $374,021.00, plus Ryan White/AIDS Drug Assistance Program rebate funds. The contractor must include all costs—shipping, handling, virtual consultations, satisfaction surveys, laboratory services, social media marketing, and website maintenance—in the per-unit test kit cost with no separate reimbursement to the Department. The contractor is the incumbent provider, having delivered self-testing HIV services for approximately six years and STI/HIV/HCV self-collection testing for five years, with cumulative work orders totaling $1,208,737.64. Evaluation criteria include mandatory submission requirements, business information (140 points), organization and staffing (80 points), scope of work (380 points), and cost proposal (400 points), for a total of 1,000 points. The cost proposal will only be evaluated for the top three technical scoring proposals. The contractor must maintain HIPAA compliance, obtain CLIA waiver certification for laboratory services, establish a user-friendly website with partner portal capabilities, implement social media marketing, and provide monthly data and activity reports within 30 days of each month's end.

OVERVIEW TC "1
OVERVIEW" \f C \l "1" 1.1 Purpose The Department seeks a contractor to provide self-collection of sexually transmitted infection (STI), human immunodeficiency virus (HIV), and hepatitis C (HCV) testing services that are affordable and will meet the needs of the Department’s goal to increase access to STI, HIV and HCV testing for individuals, especially those who live in rural parts of the state.
1.2 Background Information In Idaho, STIs are a significant public health concern due to their widespread nature, potential for serious health complications, and the disproportionate impact on certain populations. STIs can cause a range of issues, from mild discomfort to severe, long-term health problems like infertility, certain cancers, and increased risk of HIV acquisition. Some people experience barriers to STI testing and treatment, including the cost of services, travel distance to a clinic, and limited clinic operating hours. Stigma can also discourage individuals from seeking care. Additionally, many people face social barriers within clinical settings, such as concerns about confidentiality, medical mistrust, and providers who may lack competency in working with individuals from diverse sexual and racial identities. These structural and social barriers may be worse for young adults and individuals living in rural areas.
To increase the availability of STI testing, the Department’s Community Clinical Partnership Section (CCP) is seeking a contractor to implement a program to deliver self-collection of chlamydia, gonorrhea, syphilis, HIV and HCV test kits to eligible Idaho residents. Self-collection and self-testing programs are a promising way to expand access to STI testing outside of traditional clinical settings. Self-collection programs provide individuals with the ability to self-collect vaginal, rectal, pharyngeal, urine, or blood samples outside of a clinic setting and mail the specimens to an approved lab for testing. Self-testing programs provide individuals with the ability to self-collect specimens, process the test themselves and obtain their own results in a non-clinical setting without having to send them into a laboratory for processing. In both self-collection and self-testing programs, individuals who test positive for an STI are referred to a local clinic for treatment.
The Department has been providing HIV self-testing for approximately six (6) years, and STI, HIV, and HCV self-collection testing for five (5) years, with the current contract ending December 2026. The self-testing HIV test work orders paid to date for the Department’s Division of Public Health is seventy-eight thousand six hundred twenty-seven dollars and sixty-four cents ($78,627.64). The self-collection STI, HIV, and HCV test work orders paid to date is one million, one hundred thirty thousand, one hundred ten dollars and zero cents ($1,130,110.00).
The Offeror should note that state and federal funding and/or policy changes will cause fluctuations in the Department’s funding and/or the services needed.

2.3.2 The State will not consider any modifications or exceptions that are not identified specifically on Attachment 2 and that are submitted after the Question deadline.
2.3.3 The State has sole discretion to determine if the modifications or exceptions submitted by an Offeror would result in a material change or otherwise threaten the integrity of the procurement process. 3.2 Trade Secrets
Paragraph 28 of the Solicitation Instructions to Vendors describes trade secrets to “include a formula, pattern, compilation, program, computer program, device, method, technique or process that derives economic value, actual or potential, from not being generally known to, and not being readily ascertainable by proper means by other persons and is subject to the efforts that are reasonable under the circumstances to maintain its secrecy.” In addition to marking each page of the document with a trade secret notation (as applicable; and as provided in Paragraph 28 of the Solicitation Instructions to Vendors), Offerors must also:
3.2.1 Identify with particularity the precise text, illustration, or other information contained within each page marked “trade secret” (it is not sufficient to simply mark the entire page). The specific information you deem “trade secret” within each noted page must be highlighted, italicized, identified by asterisks, contained within a text border, or otherwise clearly delineated from other text/information and specifically identified as a “trade secret.”
3.2.2 Provide a separate document entitled “List of Redacted Trade Secret Information” which provides a succinct list of all trade secret information noted in your Proposal; listed in the order it appears in your submittal documents, identified by Page #, Section #/Paragraph #, Title of Section/Paragraph, specific portions of text/illustrations; or in a manner otherwise sufficient to allow the State’s procurement personnel to determine the precise text/material subject to the notation. Additionally, this list must identify with each notation the specific basis for your position that the materials be treated as exempt from disclosure and how material complies with the Public Records Law.
3.2.3 If your Technical Proposal contains trade secret information, you must also upload a redacted copy with all trade secret information removed or blacked out. The redacted copy must be uploaded into IPRO into the appropriate Question Section in IPRO with the word “redacted” in the file name.
