About this opportunity

The California Department of Public Health (CDPH), specifically the Environmental Health Investigations Branch, is seeking a contractor to deliver the Asthma Management Academy training to community health workers (CHWs) across high-asthma-burden counties, with a particular focus on Alameda County and other regions with significant health disparities. The procurement requires the selected vendor to conduct six 20-hour Academy training sessions annually, either virtually or in-person, in both English and Spanish, targeting organizations such as federally qualified health centers, Medi-Cal managed care plans, community clinics, non-profits, and community-based organizations. The training will cover seven educational modules focusing on asthma scope, triggers, medications, home visiting, and environmental assessments, with the goal of improving asthma self-management education in predominantly Black, Latino, and Native communities. Key deliverables include comprehensive training sessions, post-training competency testing, and detailed evaluation data packages. The RFP (No. 25-10325) was posted on June 25, 2025, with proposals due by July 15, 2025, at 3 PM, and the contract period spanning from September 1, 2025, to June 30, 2028, with a potential one-year amendment option.

The procurement is open to all eligible firms, including commercial businesses, nonprofit organizations, state universities, and other entities, with a specific requirement for Disabled Veteran Business Enterprise (DVBE) participation of 3% on contracts exceeding $5,000. Proposals without the minimum DVBE participation will be considered non-responsive. The maximum contract amount is $300,000, with any proposals exceeding this amount being automatically disqualified. The CDPH intends to make a single contract award to the most responsive and responsible firm offering the highest-scoring bid, with evaluation likely based on the vendor's previous experience, project personnel qualifications, and detailed cost proposal. While no incumbent vendors are explicitly mentioned, the contract builds upon an existing Asthma Management Academy that has previously trained 720 Community Health Workers across 95 organizations. Proposers must complete various attachments, including a Previous Experience Summary, Project Personnel details, and a comprehensive Cost Proposal, demonstrating their capability to deliver the required training services effectively.
