About this opportunity

Grand Junction Housing Authority is soliciting competitive proposals for assessment and repair or replacement of one concrete ADA-compliant ramp and three wood/fiberboard-composite back decks at Crystal Brook Townhomes, 1741 Laveta Street, Grand Junction, Colorado, with proposals due September 10, 2026, at 4:00 p.m. MST.

The scope requires qualified contractors to conduct comprehensive condition assessments including visual and structural inspections, photographic documentation, and detailed repair-versus-replacement cost estimates for four structures: Building 1790 (concrete ADA ramp and landing), Building 1771 (wood/fiberboard back deck), Building 1781 (wood/fiberboard back deck), and Building 1786 (wood/fiberboard back deck). All pricing must be all-inclusive, covering labor, materials, equipment, travel, documentation, shipping, licenses, permits, and associated fees. Contractors must secure all required local building permits and comply with applicable building codes, ADA Standards for Accessible Design (2010), and ICC/ANSI A117.1 standards. Warranty coverage must address labor/workmanship, structural components, decking and surface materials, and concrete work separately.

A bid bond equal to 5% of total bid amount is required, along with performance and payment bonds each equal to 100% of contract price. Contractors must maintain general liability insurance of $1 million per occurrence with $2 million aggregate, automobile liability coverage of $1 million combined single limit, and workers' compensation insurance, with GJHA named as additional insured. The contract specifies 10% retainage on progress payments until 50% completion, after which full payment amounts are due; final payment is due within 30 calendar days of satisfactory completion.

Buildings are occupied residential townhouses requiring coordination with GJHA and at least three business days' notice before work begins at each location. A non-mandatory pre-bid site visit was held August 26, 2026. Questions were due August 28, 2026; addenda issued by September 2, 2026. Evaluation criteria include price, responsiveness, project understanding, experience, required skills, and references. GJHA anticipates contract execution and insurance certificate submission by September 25, 2026, with work commencement and final completion dates to be determined.
