About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for asphaltic plug joints and related hot-applied synthetic polymer-modified materials for pavement repair, with quotations due June 15, 2021 at 4:00 p.m. Eastern Standard Time via the AdvantageME Vendor Self Service system.
This is a Master Agreement with no guaranteed minimum purchase quantities, allowing State departments and agencies to procure on an as-needed basis. The scope includes gray or black mastic compounds, joint sealants, asphaltic plug joints, and aggregate and binder components meeting ASTM standards, with specified minimum resilience (50%), softening points (at least 180 degrees Fahrenheit), and aggregate gradation. Bidders may propose additional items deemed necessary for the project. All pricing must include Free on Board Destination shipping, with vendors bearing risk until delivery.
The initial contract period runs from July 1, 2021, through March 31, 2023, with two optional renewal periods extending through March 31, 2025, and March 31, 2026. The State reserves the right to award to the lowest-priced bidder whose submission conforms to specifications, though documented poor performance or contract termination within five years may disqualify otherwise low bidders. Evaluation follows best value methodology considering conformity to specifications, delivery timeframe, and State interest.
Bidders must submit completed Appendix A cover page, debarment certification, cost response in Excel format, product and safety data sheets, warranty information, and certifications regarding municipality and school district participation. All questions must be submitted through the VSS system no later than 48 hours before closure. Quotations remain valid and binding for 180 days from bid opening. The State anticipates net 30 payment terms upon receipt of accurate invoices.
