About this opportunity

The County of Solano, Department of Resource Management, Public Works Division, is soliciting bids for 650 tons of Polymer-Modified Rejuvenating Emulsions (PMRE) asphalt emulsion oil under IFB Chip Seal 2026, with bids due July 7, 2026 at 5:00 p.m. Pacific Time and contractor selection scheduled for July 10, 2026. A local-vendor preference applies: vendors within five percent of the lowest responsible bidder price may match that bid and secure the award.

The scope covers asphalt emulsion oil with acceptable polymers including latex, neoprene, butadiene, or styrene copolymer, meeting specified parameters. Bidders quote a unit price per ton delivered FOB to various locations within Solano County; the bid price includes application costs to spread the emulsion on road surfaces. The chip seal project spans August 17 through September 9, 2026, across ten road segments in Vallejo, Benicia, Fairfield, Vacaville, Dixon, and Winters. Daily oil requirements range from 29.8 to 89.8 tons. The County reserves the right to award in whole or in part and may increase or decrease quantities due to budget changes.

The contract is a firm fixed-price agreement with a six-month performance period from July 1 through June 30, 2027, with the County retaining the right to extend for two additional one-year terms at its sole discretion, subject to contractor performance and continued funding. Standard payment terms are net 30–45 days after invoice receipt and equipment acceptance. Bidders receive pricing discounts for payment within twenty days of invoice receipt in bid evaluation.

All bidders must register as vendors on the County's eProcurement Portal, maintain valid vendor applications on file, provide three government-agency references from the prior three years, and comply with Public Works Contractor Registration requirements under Senate Bill 854. Questions are due June 23, 2026 at 5:00 p.m., with responses due June 26 at 5:00 p.m.
