About this opportunity

The Florida Department of Transportation (FDOT) has issued an Invitation to Bid (ITB) for an asphalt tar remover contract, solicitation number DOT-ITB-26-9005-JM, specifically targeting Leon County. The procurement seeks a one-year contract for purchasing a specialized asphalt tar remover with precise technical specifications, including a 100% biodegradable emulsifier using D-Limonene (>90-95% concentration), containing >10% polymer, with no petroleum hydrocarbons and a flash point above 120 degrees Fahrenheit. The product will be procured in multiple container sizes: 150 18 oz spray cans, 202 18 oz spray cases, 636 5-gallon cans, and 3 55-gallon drums, with statewide delivery to 25 FDOT warehouses. The bid is due on August 18, 2025, at 12:00 PM EST, with a public bid opening scheduled for 2:00 PM EST the same day. The contract may be renewed for up to three additional years based on satisfactory performance and fund availability, contingent upon mutual agreement between FDOT and the selected vendor.

All bidders must be registered in the State of Florida's MyFloridaMarketplace system and comply with specific regulatory requirements, including authorization for out-of-state corporations to do business in Florida and appropriate licensing by the Florida Department of Business and Professional Regulation. The solicitation includes provisions for a drug-free workplace certification and compliance with scrutinized companies lists, prohibiting contracts with companies having activities in Sudan or Iran. The procurement offers preferences for veteran-owned and in-state businesses, with additional compliance requirements under Title VI of the Civil Rights Act of 1964 regarding nondiscrimination. While the estimated total purchase value is approximately $100,000, this is presented as a guideline and not a guaranteed purchase amount. Potential bidders must adhere to strict communication restrictions, with no contact permitted between solicitation release and 72 hours after the notice of intended award, excluding weekends and state holidays. All payments resulting from this contract will be subject to the MFMP Transaction Fee unless specifically exempted under Florida Administrative Code.
