About this opportunity
The Ohio Department of Natural Resources (ODNR) is seeking qualified contractors to replace 650 linear feet of surface asphalt at Lake Alma State Park located in Wellston, Ohio. The project involves milling the existing asphalt to a depth of 2 inches across an 11-foot wide and 500-foot long roadway section, removing grindings off-site, and installing new #448 asphalt surface material. The contractor will be responsible for providing traffic control, ensuring continuous vehicle and pedestrian access during construction, cleaning the area, applying tack coat for proper bonding, and creating a smooth surface with appropriate drainage. Bidders are encouraged to schedule a site visit with park contacts Jamie Phillips (740-384-4474) or Jason Garey (740-274-4965) prior to submitting a quote. The project has a specified completion/delivery date of May 30, 2025, with quotes due by December 5, 2024. The contract will be awarded to the lowest responsive and responsible bidder, determined by calculating the total bid amount through multiplying unit costs by estimated usage across all bid items.
While no specific set-aside designations are explicitly mentioned, the contract documents indicate an encouragement for diverse business participation. The standard terms and conditions suggest a preference for Ohio-certified Minority Business Enterprises and Encouraging Diversity, Growth and Equity (EDGE) businesses. Contractors must comply with all applicable federal, state, and local laws, and will be required to obtain performance bonds and commercial general liability insurance. The contract will be funded through state appropriations and is contingent on funding from the Ohio General Assembly. The total contract value is not specified, but bidders must provide comprehensive pricing for all required services, including permit acquisition, site preparation, asphalt installation, and final cleaning. Failure to bid on all items may result in a bidder being deemed non-responsive, and the awarded supplier will be required to sign an Addendum to Bid Quote that incorporates additional contractual terms and conditions.
