About this opportunity
The City of Ashland Public Works Department is requesting sealed bids on the Ashland Wastewater Treatment Plant Headworks Upgrade (Project No. 2024-02), with bids due October 8, 2026 at 1:00 p.m. local time and a mandatory prebid conference on September 21, 2026 at 1:00 p.m. at the treatment plant site. Attendance at the prebid conference is mandatory; bids will not be accepted from bidders without representative attendance. The project is funded through Clean Water State Revolving Fund financing, triggering Davis-Bacon prevailing wage requirements and DBE participation obligations.
The scope encompasses two new influent screens with associated washer/compactors, a new downstream stacked-tray grit removal facility with grit separation and slurry pumping equipment, a grit classifier, integral flow splitting to oxidation ditch aeration basins, and associated yard piping, electrical, and instrumentation and controls elements. Work must be completed within 365 calendar days from the contract start date, with final completion and readiness for payment within 395 calendar days.
All bidders and subcontractors must hold current Oregon Construction Contractors Board licenses and comply with prevailing wage requirements under the Davis-Bacon Act and Oregon Revised Statutes 279C.840. Bidders must prequalify with the City of Ashland or Oregon Department of Transportation prior to bid submission. Bids must be submitted as lump-sum proposals with bid security equal to 10 percent of the maximum bid price. Successful bidders must furnish performance and payment bonds and maintain workers' compensation insurance. Required bid documents include a bid bond, affidavit of noncollusion, First-Tier Subcontractor Disclosure Form, and eight CWSRF compliance forms addressing prevailing wage agreements, DBE outreach, independent price determination, good faith efforts, lobbying certifications, and noncollusion sworn statements. Bidding documents are available for download at no charge from the OregonBuys procurement website. The bid remains subject to acceptance for 60 days after opening. Project contact is Jessica Penetar at Jacobs Engineering Group.
