About this opportunity
The Central Florida Tourism Oversight District (CFTOD) is seeking a contractor for a three-year continuing contract to provide comprehensive asbestos testing and abatement services in Orange County, Florida. The procurement (RFP #C006805) covers a wide range of asbestos-related services, including comprehensive surveys, sampling and analysis of suspect materials, air monitoring, clearance testing, and abatement activities such as removal, encapsulation, or enclosure of asbestos-containing materials. Specific deliverables include detailed survey and abatement reports, proper handling and disposal of asbestos waste, and compliance with OSHA, NESHAP, EPA, AHERA, and state-specific asbestos regulations. The contractor must provide qualified support resources, including certified asbestos supervisors and workers, licensed and accredited laboratories, independent air monitoring technicians, and industrial hygienists. The RFP was posted on May 12, 2025, with proposals due by May 29, 2025, through the PlanetBids electronic bidding platform.
The solicitation appears to have preferences for local vendors, veteran small businesses, and opportunity zone businesses. While specific set-aside designations are not explicitly detailed, the District encourages vendor registration on their bid platform to access multiple governmental opportunities. The contract will require the selected contractor to handle emergency and as-needed asbestos services, including potential rapid response for unplanned asbestos releases or remediation needs. The RFP outlines specific service requirements such as insulation removal and testing on piping systems, asbestos abatement monitoring, survey services, and sampling and testing services. Although a specific contract value is not mentioned, the three-year continuing services contract suggests a potentially significant ongoing engagement for a qualified asbestos testing and abatement contractor with comprehensive capabilities and regulatory compliance expertise.
