About this opportunity

The Texas Health and Human Services Commission is requesting sealed bids for asbestos removal services at the Lufkin State Supported Living Center under IFB HHS0017462, with bids due July 7, 2026. A HUB (Historically Underutilized Business) subcontracting plan is mandatory, requiring the prime contractor to commit portions of the asbestos abatement and removal work to certified HUB vendors, including women-owned, minority-owned, and service-disabled veteran-owned small businesses, with good-faith efforts to meet HUB participation targets.

The scope encompasses comprehensive asbestos abatement and removal services including assessment, containment, removal, and disposal of asbestos-containing materials at the facility. Bidders must demonstrate experience in asbestos removal with appropriate Texas regulatory licensing and certifications, proof of successful completion of similar projects, financial stability, bonding capacity, and compliance with Environmental Protection Agency and Texas Commission on Environmental Quality standards. References from prior asbestos removal work are required.

Bidders must submit a completed Exhibit C Pricing Sheet with mobilization fees and itemized rates per square footage for floor tile, wall board, and duct insulation, and per linear footage for pipe insulation, separately for Containment Abatement and Asbestos Abatement work. All bids must be in U.S. dollars.

Mandatory submissions include the HHS Solicitation Affirmations (Exhibit A), Bidder Reference Qualifications (Exhibit D), HUB Subcontracting Plan (Exhibit F), evidence of financial capability and solvency, and acknowledgement of any addenda. Bids may be submitted in-person at the HHS Procurement and Contracting Services office at 1100 W. 49th Street, Austin, Texas (8 a.m.–5 p.m., closed state holidays) or electronically through the online bid room. Contact Kimberly Andrews at HHS Purchasing for submission instructions. Failure to submit a completed pricing sheet results in bid disqualification. All work product and intellectual property created under the contract are owned exclusively by HHS. The contract is governed by Texas law with venue in Travis County.
