About this file
This is a Formal Invitation for Bid (IFB) template issued by the Texas Health and Human Services Commission (HHS) for asbestos removal services at the Lufkin State Supported Living Center (SSLC). The procurement seeks qualified contractors to provide comprehensive asbestos abatement and removal services, including assessment, containment, removal, and disposal of asbestos-containing materials at the facility. The IFB outlines standard bidding procedures and requirements for interested vendors to submit sealed bids in response to the agency's specifications. While specific item quantities, site visit schedules, and bidders' conference details are referenced within the template framework, the document establishes the formal solicitation process and deadlines for bid submission. The contract term, renewal options, and award timeline are to be determined based on the final scope of work and project schedule as detailed in the complete solicitation documents.
Pricing terms, set-asides, and funding requirements will be specified in the final IFB issued to potential bidders. The document establishes a formal competitive bidding process intended to identify qualified contractors capable of performing specialized asbestos removal work at a state facility. Additional details regarding incumbent contractors, budget allocations, funding sources, and any applicable small business or disadvantaged business enterprise set-asides will be provided in the complete solicitation package. Bidders should refer to the full IFB documentation, including the Scope of Work and any issued addenda, for comprehensive information regarding technical specifications, safety requirements, environmental compliance standards, and other material conditions governing this procurement.

Provide a fully operational ventilation system with the work area maintaining continuously a pressure differential across the work area containment of 0.02 inches of water.
Preparation of Work Area:
• Provide sufficient number of fully operation ventilation units to provide the equivalent of a minimum of one air change every twelve minutes, within the contained work area
• Provide a sufficient number of ventilation units needed by dividing the ventilation requirement (CFM) above by the capacity of ventilation units used.
Capacity of a unit for purposes of this calculation is the capacity in cubic feet per minute with fully loaded filters indicated on the unit’s labeled operating characteristics
• Locate ventilation units so that makeup air enters the work are primarily through decontamination facilities and traverses work area as much as possible. Position the ventilation units at a maximum distance from the work access opening or other makeup air sources
Version 2.10 Page 15 of 49 Revised 03/18/2026
• Place exhaust end of unit or exhaust duct through an opening in the containment barrier or wall and vent to exterior of building. Thoroughly seal opening against unit or duct
Operation of System during Abatement:
• Operate system continuously to maintain a constant reduced air pressure until decontamination of the work area is complete. Do not turn off units at the end of the work shift or when abatement operations temporarily stop. If failure of ventilation system occurs, immediately stop abatement work and do not resume until system is fully operating
• Start removal work at a location farthest from the ventilation units and proceed toward the ventilation units
• Operate system continuously during encapsulating procedures
• At completion of removal work, allow ventilation system to operate to purge the work area with clean makeup air and to remove airborne fibers that may have been generated during removal work
Dismantling the Ventilation System:
• Before removal of units from work area, remove and dispose of pre-filters as fungi (mold) contaminated, clean and seal unit intake and exhaust openings with 6 mil plastic sheeting, decontaminate exterior of units and seal entire unit, except rolling assembly, with 6 mil plastic sheeting
This work includes decontamination of areas prior to construction of Temporary Containment.
Wet Cleaning:
• Accomplish wet cleaning during decontamination with lint free towels. Wipe surface once and re-fold to a fresh face of cloth. Proceed in this manner until all available surfaces of towel have been used. Dispose of towel as contaminated waste
HEPA Vacuum Cleaning
• Remove small debris with the HEPA vacuum. HEPA vacuum surfaces of pieces too large to be removed by the suction of the HEPA vacuum. Pick up such pieces and place in the bottom of a disposal bag. Place pieces in bag without dropping and avoiding unnecessary disturbance of material. HEPA vacuum area three feet beyond the location in which visible debris was found. Vacuum in two directions each at right angles to the other.
• HEPA vacuum surfaces in the room starting with the ceiling, then vacuum starting at the top of the walls and working downward to the floor. Next begin at the corner of the floor farthest from work area entrance and work towards the entrance. HEPA vacuum the floor using a floor attachment with rubber floor seals and adjustable floor to attachment height. Adjust the height so that the rubber
Version 2.10 Page 16 of 49 Revised 03/18/2026 seals just touch the floor if carpeted and are within 1/16 inch of hard surface floors. Vacuum the floor in parallel passes with each pass overlapping the previous by one half the width of the floor attachment. At the completion of one cleaning, vacuum the floor a second time at right angles to the first.
Construction:
• Construct airtight walls and ceilings using plastic sheeting, 6 mil (min) thick.
Attach to existing building components or to a temporary framework.
• Use a minimum of two layers of plastic sheeting, 6 mil (min) thick to cover floors.
