About this opportunity

Atlanta Public Schools (APS), the seventh-largest school system in Georgia serving approximately 50,000 students in Fulton County, is soliciting qualified contractors to provide comprehensive Asbestos and Lead-Based Paint Abatement and Mold Remediation Services. The procurement encompasses bulk sampling for asbestos-containing building materials (ACBM) and lead-based paint (LBP), indoor air quality testing, post-abatement air clearance testing, hazardous building material surveys, asbestos removal, lead paint abatement, and mold remediation with water extraction and dehumidification services. The Request for Proposals was released on March 17, 2026, with proposals due on April 17, 2026, at 11:00 a.m. ET; a mandatory pre-proposal conference is scheduled for March 25, 2026, at 10:30 a.m. ET at the Valerie Dial Thomas Facilities Center with virtual Microsoft Teams attendance available. APS will conduct a two-phase evaluation process with Phase 1 scoring based on Company Qualifications and Experience (450 points), Methodology and Operations (450 points), and Cost (100 points) totaling 1,000 points, with shortlisted offerors potentially invited to Phase 2 on-site interviews scheduled for May 28, 2026, and a Board of Education recommendation expected by June 2, 2026. The contract term is one year from the last signature date with options for up to four additional one-year renewals at APS's discretion, pricing must remain firm for one year from award date, and APS reserves the right to make multiple awards with work distributed among selected vendors based on capacity, geographic coverage, pricing, and expertise. Contractors must comply with all federal, state, and local environmental regulations including EPA standards, OSHA requirements, and NESHAP guidelines, maintain comprehensive insurance coverage including general liability ($2,000,000), workers' compensation (statutory), and umbrella coverage ($1,000,000), and undergo fingerprinting and criminal background checks at a contractor cost of $47.23 per employee.

APS has established no specific set-asides for disadvantaged enterprises; however, local preference certification is available for businesses registered in Clayton, Cobb, DeKalb, Fulton, or Gwinnett counties for at least twelve months, providing five additional evaluation points in the RFP process. Offerors must demonstrate compliance with MWBE certification status, Equal Employment Opportunity practices, Americans with Disabilities Act compliance, E-Verify requirements, and good-faith negotiations with minority and women-owned businesses and small business enterprises through required administrative submissions. No incumbent contractors or specific technology integration requirements are identified in the procurement documents. Contractors must provide three customer references demonstrating prior experience completing similar asbestos abatement, lead-based paint remediation, and mold remediation work, though APS itself cannot serve as a reference. Pricing submission must utilize the provided Attachment A Price Proposal Form with separate tabs for Asbestos, Lead-Based Paint, and Mold & Water services, with individual project quotes to be requested on an as-needed basis following contract award. No specific contract value or budget range is disclosed in the solicitation documents; however, individual project quotes will be requested post-award, suggesting a services-based contract structure with variable pricing based on actual project scope and requirements.
