About this opportunity
The City of Durham, North Carolina General Services Department is soliciting bids for asbestos abatement at Fire Station 1, with bids due October 30, 2026 by 5:00 p.m., and a non-mandatory pre-bid conference and site visit on October 19, 2026 at 10:00 a.m. at the station. Bidders must hold a valid North Carolina General Contractor's License under Chapter 87 of the N.C. General Statutes and demonstrate appropriate asbestos-abatement licensing in compliance with the Asbestos Model Accreditation Plan — a core eligibility filter.
The scope encompasses removal and disposal of approximately 9,500 square feet of sprayed asbestos from a concrete waffle-deck ceiling in four apparatus bays (each 18 feet wide by 75 feet long by 128 feet high from slab to bottom of concrete joist) that is currently flaking. Work includes removal of 22 light fixtures, 4 ceiling fans, 6 industrial garage doors with motors, 4 fire poles, and various electrical, gas, plumbing, and HVAC conduits and piping, many of which hang from the ceiling and some of which are directly attached. The contractor must establish containment, remove asbestos per EPA and North Carolina DHHS guidelines, apply 2-hour rated firestopping to approximately 200 square feet of penetrations, apply 2-hour rated fireproofing to the entire 9,500 square foot ceiling, and reinstall removed items. Work is phased into two stages covering two bays each, with completion required within 150 calendar days from Notice to Proceed and a maximum three-week break permitted between phases for Fire Department equipment relocation.
Bids must be submitted as a lump-sum proposal and exclude North Carolina sales tax, which the City will reimburse separately. The bid bond equals five percent of the proposal amount or a certified check deposit. All bids must include a Non-Collusion Affidavit, Bidder Safety Evaluation Questionnaire, and Contractor Qualifications documentation. Bidders must identify all proposed subcontractors for HVAC, Mechanical, and Electrical work at bid submission; substitutions are prohibited without City approval for good cause. Required insurance includes Commercial General Liability ($1 million each occurrence / $2 million aggregate), Workers' Compensation with Employer Liability limits of $1 million, Professional Liability ($1 million), and Environmental/Pollution Liability ($1 million per occurrence / $2 million aggregate). A 100 percent Performance and Payment Bond will be required upon award. Questions are due October 21, 2026 by 5:00 p.m. The City reserves the right to reject any or all bids and award to the lowest responsive and responsible bidder.
Opportunity text

The asbestos has been tested positive and is currently flaking down onto the floor. Roughly (22) 20 by 40 lights are directly attached to the ceilings along with (4) ceiling fans, (6) industrial garage doors with motors, (4) fire poles with flaps, and (6) columns. Various electrical, gas, plumbing, and HVAC conduits or piping run throughout the space. Most of the conduit and piping hang from the ceiling on hangers and supports approximately 06 from the ceiling. However, there are some conduits that are directly attached to the ceiling. The Contractor will remove, handle and dispose of approximately 9,500 sq. ft., vertical and horizontal, of asbestos according to EPA and NC DHHS guidelines for full abatement.
