INVITATION TO BIDDERS

The City of Durham will receive bids for the by:

Friday, October 30, 2026 by 5:00pm at

The City of Durham General Services Department, 2011 Fay Street, Durham, NC 27704

Attention: Kylee Bolt

Summary of Work:

The Fire Station 1 Bay Asbestos Apparatus consists of (4) Bays, each 18’0” wide by 75’0” long from center of columns, by 12’8” from slab to bottom of concrete joist. This deck separates the residential spaces of the Fire Station to the Bay. The ceiling consists of a concrete “waffle” deck with sprayed asbestos. The asbestos has been tested positive and is currently flaking down onto the floor.

Roughly (22) 2’0” by 4’0” lights are directly attached to the ceilings along with (4) ceiling fans, (6) industrial garage doors with motors, (4) fire poles with flaps, and (6) columns. Various electrical, gas, plumbing, and HVAC conduits or piping run throughout the space. Most of the conduit and piping hang from the ceiling on hangers and supports approximately 0’6” from the ceiling. However, there are some conduits that are directly attached to the ceiling.

The Contractor will remove, handle and dispose of approximately 9,500 sq. ft., vertical and horizontal, of asbestos according to EPA and NC DHHS guidelines for full abatement. The Contractor will be responsible for onboarding and managing subcontractors to complete the work described below.

There will be (2) construction phases with each phase consisting of work in (2) Bays. For each phase, the Contractor will establish a containment working area, remove lights, conduit, equipment or piping as required, and remove the asbestos.

The Contractor will then apply 2-hr rated firestopping to approximately 200 sq. ft.

of penetrations and apply 2-hr rated fireproofing to the entirety of the ceiling, approximately 9,500 sq ft, before returning all conduit, lights, equipment, and piping that was removed.

It is up to the discretion of the Contractor to determine what equipment must be detached to remove the asbestos. Mounting brackets for the garage doors, heaters, and ceiling fans that are sprayed with asbestos and must either be replaced or have the asbestos removed. The fire poles and their egress flaps will remain; the Contractor will remove asbestos up to the fire pole system, then seal the

Invitation to Bidders Page 00 01-2 remaining edges. The Contractor will ensure all alarm systems, garage doors, and lights in the Bays not active in construction remain operational.

The Contractor will provide a preliminary schedule. The logistics of work will be coordinated through the Project Manager. A schedule should allow for up to a 3-week break between transference of phases to allow the Fire Department to relocate trucks and equipment in preparation for the next phase. The Fire Department will be responsible for relocating all moveable furniture or equipment from the areas of work before containment is constructed.

The Contractor will provide a unit cost per square feet to remove asbestos in addition to the proposal for the above scope of work. The Contractor will be responsible for retrieving Contractor permits as required. The Contractor will provide a copy of disposal manifest for project records and a safety plan prior to any remediation activity. It is assumed that the City of Durham can only provide base PDF floor plans.

Bidders are encouraged to attend a non-mandatory pre-bid conference and site visit to go over the project on Monday, October 19th at 10:00am at Durham Fire Department Station 1, 139 E Morgan Street, Durham.

Accordingly, all bidders must submit the following information regarding their safety record.

The following definitions shall apply to this section:

“DART incident rate” - Acronym for “Days Away, Restrictions and Transfers”. The DART incident rate may be used to show the relative level of injuries and illnesses within a firm compared to the industry. It is based only on those injuries and illnesses severe enough to warrant “Days Away, Restrictions and Transfers”. The DART incident rate is calculated using OSHA’s Form 300 and the following formula:

((Number of entries in column H (days away from work) + column I (job transfer or restriction) x 200,000) / (Number of hours worked by all employees) = DART Incident rate.

“EMR” – Acronym for “Experience Modification Rate,” is an indicator of a contractor’s past safety performance, widely used by the insurance industry as an equitable means of determining premiums for workers' compensation insurance. The rating system considers the average workers' compensation losses for a given firm's type of work and amount of payroll and predicts the dollar amount of expected losses to be paid by that employer in a designated rating period, usually three years. The rating is based on comparison of firms doing similar types of work, and the employer is rated against the average expected performance in each work classification. Losses incurred by the employer for the rating period are then compared to the expected losses to develop an experience rating.

“OSHA” – Acronym for the Federal Occupational Health and Safety Administration. The term “OSHA” as used in this Policy also refers to any state or local agency having jurisdictional authorization to enforce worker safety requirements and assess fines or warnings for violation of worker safety standards.
