About this opportunity
The City of Edgerton, Wisconsin is soliciting bids for comprehensive asbestos abatement services at 407 N Main Street, with proposals due by 4:00 p.m. on Thursday, July 11, 2019. The project requires a Wisconsin State Certified Asbestos Contractor to remove and legally dispose of multiple categories of asbestos-containing materials, including friable materials (window caulking, glazing, pipe insulation, and mag block insulation), non-friable materials (cement board, Bakelite panels, roofing materials), and tile and mastic on concrete. The contractor must manage and dispose of all hazardous materials in accordance with local, state, and federal regulations, and file all required notifications with the Wisconsin Department of Natural Resources. Site visitations are mandatory prior to bid submission, with contractors required to examine existing conditions and notify the city of any ambiguities within five working days before the bid date. Evaluation criteria will include cost, schedule, overall value, and the contractor's statement of understanding, methods, approach, and anticipated costs. The project must be completed by October 1, 2019.
The procurement does not specify any specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must meet minimum insurance requirements, including $1,000,000 auto liability, $1,000,000 comprehensive coverage per occurrence, $2,000,000 general liability aggregate with $1,000,000 per occurrence, and $100,000 workers' compensation per accident. Bids must be submitted as lump sum quotes on the provided Bid Form, with contractors required to provide detailed documentation of their approach and estimated hours. The city reserves the right to contract with the bidder deemed most advantageous and can reject any or all bids. Quotes will remain valid for 60 days after bid opening, and no bidder may withdraw their proposal within 30 days of the opening date. While a specific budget range is not disclosed, the scope of work involves removing approximately 1,519 linear feet of pipe insulation and 14 roof drains in Area 1 alone, suggesting a potentially significant project value.
