About this opportunity
The Utah Office of Energy Development is soliciting information regarding future participation in Utah's Nuclear Lifecycle Innovation Campus, a comprehensive initiative to modernize the nation's nuclear fuel cycle, with responses due August 19, 2026. This is a Request for Information (RFI), not a procurement process; responses do not constitute offers and may not be accepted to form binding contracts. No procurement unit may make a purchase or enter into a contract based on RFI responses alone.
The RFI invites input from industry, academia, investors, utilities, national laboratories, technology developers, entrepreneurs, and strategic partners on commercial activities including uranium conversion and enrichment, fuel fabrication, reactor supply chain manufacturing, used nuclear fuel storage and recycling, isotope utilization, final disposition facilities, nuclear power generation, site planning, and construction management. Responses must address proposed activities and their development stages, facility requirements, timeline considerations, workforce needs, environmental impacts, permitting requirements, and collaboration opportunities. Submissions must be formatted as PDF files in double-spaced, 12-point minimum font, with a cover letter, executive summary, company information, and supporting documentation.
Questions are due no later than two business days before the response deadline. The State may request clarifications within five business days of receipt. The State will not reimburse response costs and is under no obligation to acknowledge receipt or provide feedback.
Responses are protected records under Utah's Government Records Access and Management Act (GRAMA) until either a contract directly relating to the RFI is awarded and signed or the State makes a final determination not to enter into a contract after at least two years have passed. Respondents may claim portions of their submissions as confidential business records under GRAMA sections 63G-2-305 and 63G-2-309 by submitting both redacted and non-redacted versions; the State will not redact submissions on behalf of respondents who fail to provide a redacted version independently.
Utah possesses existing nuclear infrastructure including the nation's only fully licensed operating conventional uranium mill, a low-level radioactive waste disposal facility, and domestic nuclear-grade zirconium manufacturing capability. Implementation will require applicable federal and state licenses, statutory approvals, environmental reviews, and local and Tribal engagement.
