About this opportunity

The State of Utah Division of Wildlife Resources, through the State of Utah Division of Purchasing, is soliciting bids under IFB AS27-125 for Iron Fire chaining services on private and TLA parcels, with bids due November 13, 2026. Participation is limited to prequalified contractors on the current Pre-approved/Pre-qualified Vendor list, and bidders should not submit if they are not on that list.

Attachment B calls for single-pass chaining on approximately 1,699 acres in Tintic Valley, Tooele County, west of Eureka, Utah. The contractor furnishes labor, equipment, supervision, transportation, operating supplies, and incidentals. The work requires two steel-tracked crawler tractors of at least 200 drawbar horsepower each (D8 or D9 equivalents) with skilled operators, plus an arc/acetylene welder on site at all times. The state supplies Ely-style anchor chains and replacement parts. Work must begin within seven calendar days of award and be completed by December 18, 2026, or by April 30, 2027, if the government stops work for weather.

Pricing is per acre, extended by total acreage, and must include all labor, equipment, mobilization, and operating costs. No fuel surcharges or price adjustments will be negotiated, and pricing must be guaranteed through project completion. Payment is a single lump sum after final inspection, based on acres actually completed. Partial payments are discretionary and require prior written approval. The state may issue minor change orders adjusting acreage by up to 10% at the original per-acre price. Required coverage includes commercial general liability of $1,000,000 per occurrence and $3,000,000 aggregate, workers' compensation, and commercial automobile liability of $1,000,000 combined single limit if vehicles are used. Employees working in Utah must be enrolled in E-Verify.

The IFB anticipates a single award to the lowest responsive and responsible bidder meeting the experience and equipment requirements. Prequalification depends on the Rangeland Pre-Qualification performance evaluation. Contractors must maintain a minimum average performance score of 60 on Quality, Timeliness, and Contract Management. Vendors below that threshold are removed from the list for that treatment and acreage category and all larger acreage, though they may still bid on open solicitations.

No mandatory site visit is required, but bidders are strongly encouraged to inspect the site independently. A pre-work conference will be held at the project site before work begins. Questions and any requested exceptions to standard terms must be submitted through U3P during the question-and-answer period, as bids with unrequested exceptions are rejected as non-responsive. Bid opening will not occur in person.
