About this opportunity

The State of Utah Division of Purchasing, conducting procurement on behalf of the Division of Wildlife Resources, is requesting bids for aerial seeding services at Peter's Point under IFB AS27-110, with bids due September 25, 2026 and work completion required between September 28 and October 18, 2026. The contract will be awarded to the lowest cost responsive and responsible bidder.

The scope covers aerial seeding of approximately 1,336 acres in San Juan County, Utah at a bulk application rate of 7.95 pounds per acre. The contractor must transport approximately 10,621 pounds of seed from the Utah Division of Wildlife Resources Seed Warehouse in Ephraim to an airport of the contractor's choice, then conduct GPS-guided aerial seeding to achieve 100% coverage. Seeding operations are limited to one-half hour before sunrise to one-half hour after sunset, with work expected to begin by 8:00 a.m. to minimize wind drift. The contractor must provide all labor, equipment, and materials; maintain GPS records and electronic shapefiles documenting treatment coverage; and restore any roads damaged during operations. The contractor is solely responsible for protecting, storing, and replacing any government-furnished seed damaged or lost during transport, and for returning all unused seed and empty containers upon completion.

The contractor must comply with all state and federal environmental regulations and maintain workers' compensation insurance, commercial general liability insurance of at least $1 million per occurrence and $3 million aggregate, and commercial automobile liability insurance of $1 million per occurrence. Payment is a lump-sum amount based on actual acres completed following final inspection, contingent upon work meeting contract quality specifications. The vendor must guarantee its pricing through project completion. Minor acreage variations up to 10 percent will not trigger bid-price adjustment; variations exceeding 10 percent may be negotiated as amendments. A pre-work conference will be held at the project site. No site visit is required prior to bidding, but potential bidders are strongly encouraged to inspect the project area at their own expense. All vendor pricing submissions are public information. Vendors must certify compliance with Utah Code requirements regarding economic boycotts, forced labor, and restricted foreign entities.
