About this opportunity

The State of Utah Division of Purchasing, in conjunction with the State of Utah Division of Wildlife Resources, is issuing an Invitation for Bid (IFB) for the AS26-58 Halfway Hill WMA Fence Project 2026, a construction contract for fence materials and installation services. The project involves construction of approximately 3,000 linear feet (0.56 miles) of four-strand barbed wire rangeland fence with cedar post bracing and installation of one 10-foot metal gate on the Halfway Hill Wildlife Management Area southwest of Fillmore, Utah in Millard County, at elevations ranging from 5,600 to 6,000 feet. Bidders must demonstrate a minimum of one year of experience in rangeland fence construction and provide a minimum of two references (preferably three) documenting prior experience and satisfactory performance; bidders failing to meet the experience requirement are ineligible for consideration. The contract will be awarded on a per-foot price basis to the lowest responsive and responsible bidder, with all labor, equipment, materials, mobilization costs, and operating expenses included in the per-foot bid price, except for 50 cedar posts and one metal 10-foot gate which will be provided by UDWR. A mandatory in-person site visit is required on May 19, 2026, at 11:00 a.m. Mountain Time at the Maverick Gas Station (965 South Highway 99) in Fillmore, with prospective bidders required to bring ATV/UTV vehicles and remain present for the entire site tour; an attendance log will be maintained and published as a solicitation addendum. The invitation for bid was posted on May 7, 2026, with a due date of May 26, 2026, and the contract must be completed by August 1, 2026, with all pricing guaranteed through project completion. Bidders must submit responses through the U3P electronic system and may submit questions during the designated question and answer period, with answered questions or addendums posted on U3P for vendor review.

The procurement documents do not identify any set-aside designations or restrictions limiting responses to specific organization types, disadvantaged enterprises, or small business classifications. No incumbent vendors or current contractors are identified in the available solicitation materials. Vendors are required to certify compliance with anti-boycott provisions under UCA 63G-27 and confirm non-use of forced labor products, and all Standard Terms and Conditions are non-negotiable; any bid containing exceptions, modifications, or additional terms and conditions will be rejected as non-responsive. Contractors must furnish all required equipment including tractor, bobcat, post hole digger, wire stretchers, and ATV, and must maintain workers' compensation insurance, commercial general liability insurance of no less than $1,000,000 per occurrence and $3,000,000 aggregate, and commercial automobile liability insurance of $1 million per occurrence if vehicles are used. All materials and work include a one-year warranty, and contractors must allow audit access to all records for six years after final payment. No specific budget range or award value is identified in the available procurement documents; however, pricing information will be considered public record unless accompanied by a completed Claim of Business Confidentiality form with a redacted version of the response.
