About this opportunity

The County of San Mateo, through its County Executive's Office, is soliciting proposals from qualified firms for as-needed website creation, maintenance, enhancement, redesign, and migration services, with questions due November 11, 2026 and proposals due November 20, 2026. Eligible proposers must have provided similar services for a minimum of four years within the last seven years and must be registered with the System for Award Management (SAM.gov).

Scope centers on ongoing maintenance and support for the existing Fair Funding website (smcfairfunding.org) or any successor site the County designates, plus task-order projects authorized in writing. Services include WordPress development and configuration, accessibility compliance and remediation, design and content experience, discovery and strategy, migration and redesign, and quality assurance. All work is authorized exclusively through County-approved Task Orders or other written authorization. The County owns all County-funded deliverables, including website files, source code, custom themes, configurations, and documentation, and contractors must provide current administrative access and transition materials upon request.

The initial term is three years, with one optional five-year extension exercisable at the County's sole discretion upon thirty days' written notice before expiration. Pricing is submitted separately as a Fee Proposal. Evaluation weights are Project Approach at 30 percent, Firm Qualifications at 25 percent, Fee Proposal at 25 percent, and Team Qualifications at 20 percent. A selection committee evaluates proposals, and top-scoring proposers may be interviewed before award. Selected proposers must comply with Levine Act disclosure requirements. The County's standard agreement requires general liability, motor vehicle liability, and professional liability coverage of $1 million each, workers' compensation insurance, and compliance with the County's Living Wage Ordinance. Responses to questions are due November 16, 2026.
