About this opportunity

El Dorado County's Chief Administrative Office is requesting qualifications for as-needed traffic engineering consulting services on behalf of the Department of Transportation, with a qualification deadline of October 28, 2026 at 3:00 p.m. Pacific time. The County anticipates awarding up to three agreements with the top-ranked proposers for a three-year term from the date of award with no guarantee of minimum or maximum workload.

The scope includes conducting and reviewing traffic studies, collecting traffic counts, assisting with updates to the Traffic Impact Fee Program, performing traffic forecasting and modeling including microsimulation, and designing and reviewing traffic signals, signing, and striping for both County and developer-driven projects. All staff must be actively licensed in California and demonstrate complete understanding of County and Caltrans procedures. Work may involve public works projects using local and state funds, requiring compliance with prevailing wage laws and Department of Industrial Relations contractor registration requirements. Respondents must identify all subcontractors and subconsultants and demonstrate experience with state and federally funded projects, including adherence to budget constraints and familiarity with Local Assistance Procedures.

Evaluation occurs in two stages: written submittals scored against established criteria, potentially followed by interviews of top candidates. The County will not open fee schedules until after identifying top-ranked respondents through written evaluation and interviews; only successful respondents' fee schedules will be retained. Respondents must provide hourly billing rates for all staff positions, including standard hours, after-hours, weekends, holidays, and emergency services, applied across the three-year contract period.

The final deadline for questions is October 14, 2026, with answers posted on or about October 21, 2026. Respondents must submit responses online through PlanetBids or via hard copy to the Procurement and Contracts Division at 330 Fair Lane, Placerville, California 95667. The County reserves the right to reject any or all submittals and waive minor irregularities.
