About this opportunity

The Housing Authority of the City of Vineland (VHA) is soliciting bids for supplemental snow removal and ice control services on an as-needed basis at multiple VHA properties, with bids due September 30, 2026 at 10:30 a.m., and a mandatory site visit on September 15, 2026 at 11:00 a.m.

The scope includes plowing, salting, de-icing, and snow hauling at seven primary locations—D'Orazio Terrace, Kidston Towers, Olivio Towers, Tarkiln Acres, Asselta Acres, Parkview, and Melrose Court Homes—plus scattered VHA sites. Services are initiated only upon VHA notification when snowfall accumulation reaches two inches or more. Contractors must maintain 24-hour emergency contact availability and respond to emergency conditions within one hour. Contractors must demonstrate a minimum of three years of verifiable snow removal and ice control experience and possess sufficient personnel, equipment, and supervision capacity to service all properties.

The contract term runs from November 1, 2026, through October 31, 2027, with VHA holding options to renew for up to two additional one-year terms under identical conditions. VHA does not guarantee minimum service quantities, frequency, or dollar amounts. The procurement is subject to New Jersey prevailing wage requirements and Davis-Bacon requirements where applicable. The funding source involves HUD-assisted programs. Contractors must procure $1,000,000 general liability, $500,000 automobile liability, and statutory workers' compensation coverage, with VHA named as additional insured.

Bids must be submitted electronically through the Housing Agency Marketplace eProcurement website with itemized labor and material costs. Written questions are due September 18, 2026 at 2:30 p.m. Award will be made to the lowest responsive and responsible bidder, with price alone not being the sole determining factor. Contractors must comply with New Jersey affirmative action requirements and submit either a federally approved affirmative action program letter, Certificate of Employee Information Report, or Form AA-302.
