About this opportunity
The Texas Health and Human Services Commission (HHSC) is requesting bids for as-needed plumbing services at Austin State Hospital in Austin, under IFB HHS0017619, with sealed bids due August 6, 2026, at 10:30 a.m. Central Time. Mandatory on-site visits are required at Building 643 (4110 Guadalupe Street) on July 16 or 17, 2026, at 10:30 a.m.; failure to attend disqualifies the bid. A Veteran Heroes United in Business (VetHUB) Subcontracting Plan with a 32.9% utilization goal is mandatory; all respondents must submit a completed plan regardless of self-performance intent.
The scope covers preventative maintenance and emergency repair services for nine Bell & Gossett E-80SC pumps, four Patterson-Kelley SC-4000 boilers, and one Leonard TM154512BLF valve. Services include monthly pump inspections, semi-annual hydro-pneumatic tank and mechanical space maintenance, and annual boiler system inspections and repairs. The contractor must respond to standard service calls within two hours during regular business hours (Monday–Friday, 7 a.m. to 4 p.m. Central Time) and to emergencies within one hour. Services outside regular hours require prior written approval and are billed at an outside-hours rate. Pricing is firm fixed for the three-year contract period (September 1, 2026, through August 31, 2029) and must be submitted on Exhibit C (Pricing Sheet) covering hourly rates for regular, after-hours, and emergency service, plus a total one-year cost proposal. Price adjustments may be permitted during the contract term based on Consumer Price Index or federal minimum wage increases with proper documentation.
Bidders must have a minimum of three years of relevant plumbing experience and maintain at least one master plumber and two journeyman plumbers on staff, with assigned personnel having a minimum of two years of experience. Insurance requirements include workers' compensation ($1,000,000 per accident), commercial general liability ($1,000,000 per occurrence), commercial automobile liability ($1,000,000 combined single limit), professional liability ($1,000,000), and umbrella liability ($1,000,000). Three verifiable references for similar services within the last three years are required. Questions are due July 22, 2026, with responses posted by July 27, 2026. HUB Subcontracting Plan courtesy review is available through July 30, 2026. Both HHSC and the Department of State Health Services may use any resulting contract. The HHS Agency reserves the right to make single or multiple awards and does not guarantee volume, usage, or compensation.
