About this file
This document is a narrative proposal template for the City of Long Beach's Request for Proposals (RFP DV-26-713) for as-needed plan review and inspection services to supplement existing Building Bureau staff. The RFP seeks professional consulting firms to provide plan review, inspection services, and related support services to the City of Long Beach, California. The template does not specify response due dates, site visits, bidder conferences, award dates, or contract term and renewal options within the provided content.
The proposal template requires detailed information regarding proposer qualifications, organizational capacity, personnel assignments, references, and subcontractor information. Proposers must address fifteen specific narrative questions covering services offered, experience with municipal agencies, professional licenses and certifications, technology proficiency, customer service capabilities, and experience managing as-needed or on-call contracts. Additional requirements include demonstrating familiarity with building codes (CBC, IBC, MEP codes, Fire code, ADA), instant messaging platforms, and processes for handling classified or proprietary information. The template mandates that awarded contractors provide proof of subcontractor payments and complete cyber security training if requested. No pricing terms, set-asides, incumbent information, or specific funding amounts are detailed in this template document.
