About this opportunity

The City of Long Beach, California is requesting proposals for as-needed Low-Speed Vehicle rental services for citywide events, with proposals due August 18, 2026 at 11:00 AM Pacific Time through LongBeachBuys.com. The City applies local preference: five percentage points for home-based Long Beach businesses and ten percentage points for non-residential commercial businesses with current City business licenses.

The scope covers rental, delivery, and pick-up services for four LSV types: Standard Four-Passenger, Limousine Six-Passenger, Flatbed Cargo, and Two-Passenger Four-Wheel Electric vehicles. Proposers must submit itemized cost proposals in Excel format with unit costs per event or monthly breakdown. The City does not guarantee a minimum contract amount and reserves the right to award to one or more firms.

The contract runs for an initial two-year term with options to renew for three additional one-year periods, for a maximum total term of five years. Evaluation weights organizational capacity and experience at 30%, method of approach including equipment availability and delivery procedures at 40%, communications and reporting capabilities at 20%, and reasonableness of cost at 10%. The City may request interviews or demonstrations from selected proposers.

All awarded contractors must maintain commercial general liability insurance of $1 million per occurrence and $2 million aggregate, workers' compensation insurance, and commercial automobile liability insurance of $1 million combined single limit, with the City named as additional insured. The City of Long Beach applies its Equal Benefits Ordinance to contracts valued at $100,000 or more, requiring contractors to provide equal employee benefits to spouses and domestic partners. Payment is issued within 30 calendar days of invoice submission. Questions are due July 28, 2026 at 11:00 AM PST, with responses posted by August 4, 2026.
