About this opportunity
The Texas Health and Human Services Commission (HHSC) is requesting bids on as-needed locksmith services and security door installation at El Paso State Supported Living Center under Invitation for Bids HHS0017500.v2, with bids due September 8, 2026, at 10:30 a.m. An on-site visit is mandatory on either August 18 or August 21, 2026, at 10:00 a.m., with questions due August 26, 2026.
The scope covers lock replacement, key recovery and copying, key extraction, and security door replacement with institution-quality hinges, door closers, lock sets with interchangeable cores, and fire-resistant glazing. The contractor must provide 24-hour personnel availability, dispatch technicians within 48 hours of work orders with 4-hour on-site arrival, and respond to emergencies within 5 hours. All services must be quoted before work begins.
Bidders must hold a minimum of five years' relevant locksmith experience, appropriate Texas Department of Public Safety licensure, and supply three verifiable references from contracts completed in the past three years. Comprehensive background checks on all personnel prior to state property access are the bidder's responsibility. Required insurance includes workers' compensation, commercial general liability ($1 million per occurrence / $2 million aggregate), commercial automobile liability ($1 million), professional liability ($1 million), and umbrella liability ($1 million).
Pricing must be firm and fixed for the contract life on Exhibit C, with hourly labor rates for licensed locksmiths, apprentice locksmiths, and security door replacement technicians across standard hours, overtime, holiday, and emergency services. Parts markup may not exceed 20%. The contract runs September 1, 2026, through August 31, 2029, with potential extension at the agency's discretion for one additional year. The Department of State Health Services is also entitled to use the awarded contract. Award will be made to the bidder offering best value rather than necessarily the lowest price. Bidders must complete Exhibits A (HHS Solicitation Affirmations), C (Pricing), D (Qualifications), and Form 4109 (Texas Identification Number application).
