About this opportunity
The Gila River Indian Community's Department of Community Housing is issuing a Request for Proposals (RFP) for as-needed lead-based paint (LBP) testing, asbestos-containing material (ACM) surveys, mold surveys, and remediation/abatement services across 705 housing units located in six districts (Districts 1, 3, 4, 5, 6, and 7) on the reservation in central Arizona. The procurement encompasses comprehensive testing and remediation of residential units including apartments, houses, and elderly housing facilities originally constructed between 1950 and 1975. Required deliverables include EPA-certified LBP assessments utilizing portable XRF field-reading instruments, asbestos sampling with a minimum of 12 samples per tested unit analyzed through accredited laboratories, visual mold observation and screening with moisture content monitoring, and complete remediation/abatement of all identified hazardous materials in compliance with EPA, OSHA, AHERA, and NESHAP standards. Qualified contractors must demonstrate expertise in similar projects, develop a comprehensive technical approach with realistic schedules, and provide competitive pricing for 2026 services with proposed costs for 2027 and 2028. Evaluation will be based on vendor qualifications and experience (50 points), technical approach and schedule (40 points), competitive cost (30 points), and Native American preference points (5-15 points), for a maximum of 135 possible points. Critical deadlines include the written questions deadline of Tuesday, March 17, 2026, at 4:00 PM, with responses due Friday, March 20, 2026, at 5:00 PM; the proposal submission deadline of Monday, April 6, 2026, at 11:00 AM through the Bonfire e-Procurement portal; selection committee review on Monday, April 13, 2026; and an anticipated selection date of Thursday, April 23, 2026, with a 30-day completion timeframe per project following authorization.
The procurement includes a Native American preference set-aside with available preference points for eligible tribal enterprises and businesses. Selected contractors must obtain a Tribal Business License and all required testing and remediation certifications from the Arizona Department of Environmental Quality (ADEQ), and must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), $2,000,000 Excess Liability, $1,000,000 Automobile Liability, $500,000 Sexual Abuse/Molestation Liability, and Workers Compensation as mandated by Arizona law. The contract is funded through the United States Department of Housing and Urban Development's Native American Housing Assistance and Self-Determination Act (NAHASDA) Program, with a total contract value not to exceed $75,000, though this amount is subject to increase or decrease at the Community's discretion. The Community is exempt from sales and construction services taxes, which shall not be included in proposal pricing.
