About this opportunity
Tampa Bay Water, a regional water supply authority serving Hillsborough, Pasco, and Pinellas counties in Florida, is conducting a Request for Proposals (RFP) to procure as-needed engineering services on a task-order basis. The procurement seeks qualified engineering firms capable of providing comprehensive services across multiple disciplines, including project management, construction management, civil engineering, water resources, environmental services, stormwater management, water treatment, hydraulic modeling, mechanical and HVAC systems, geotechnical engineering, electrical systems, instrumentation and controls, permitting support, structural and building design, pipeline leak detection, condition assessment, surveying, and value engineering. Respondents must demonstrate an established reputation and documented successful experience providing as-needed engineering services, with appropriately experienced staff and resources available to support the scope of work. The evaluation process utilizes a 100-point scoring system based on account manager and project manager experience, construction management team qualifications, and technical expertise across eight discipline categories, with an additional five points available for minority business enterprise certification. Key deadlines include a pre-proposal conference on March 19, 2026, at 10:00 a.m. EDT in Clearwater, Florida; written inquiries due by 5:00 p.m. EDT on March 27, 2026; and proposals due by 2:00 p.m. EDT on April 14, 2026, with submissions accepted electronically through the Euna Procurement portal or in hard copy format. Contract award is anticipated at the Board of Directors meeting on August 17, 2026, with a five-year contract term extending through September 30, 2031.
Tampa Bay Water intends to award a minimum of ten (10) contracts with individual contract amounts of $1.25 million each, with authorization for the General Manager to issue task orders up to $500,000 or the aggregate contract limit, whichever is smaller, potentially resulting in total contract values up to $12.5 million across awarded firms. No specific set-aside designations or restrictions on organization types are noted; however, minority business enterprise certification is eligible for five bonus evaluation points, encouraging diverse participation in the procurement. Awarded consultants must maintain comprehensive insurance coverage, including general liability of $5,000,000, professional liability of $1,000,000, workers' compensation insurance, and vehicle liability of $1,000,000. Compensation will be based on a fee schedule established during negotiations and incorporated into individual task order assignments, utilizing methods such as raw labor rates with multipliers, hourly rates, or fixed fees in accordance with Tampa Bay Water Administrative Policy 650-15, with consultant fees fixed throughout the contract term and travel expenses reimbursable subject to Florida Statutes Section 112.061 administrative limits. The RFP emphasizes that respondents offering the entire suite of engineering disciplines and practice areas will obtain higher-ranking scores, as Tampa Bay Water aims to establish a qualified list of firms capable of performing all various engineering disciplines to support projected needs over the five-year contract period.
