Proposals are evaluated using an 100-point scoring system based on account manager and project manager experience, construction management team qualifications, and technical expertise across eight discipline categories, with an additional five points available for minority business enterprise certification.

Proposers participating in this phase will be provided with interview information.
Written Submittal and interview presentations may be considered to determine the best overall qualified Proposer to be recommended to the Board of Directors for award. A Notice of Intent to Negotiate and Award with the top recommended Proposer will be posted on Euna Procurement and via link on Tampa Bay Water’s website. Should Tampa Bay Water’s representative fail to negotiate satisfactorily with the Proposer determined to be the most qualified under a compensation arrangement which Tampa Bay Water considers to be fair, competitive and reasonable, negotiations with such Proposer shall be terminated and the authorized Tampa Bay Water representative shall then begin negotiations with the second most qualified Proposer. Such negotiations shall continue as described above until Tampa Bay Water has exhausted the order of short-listed Proposers. Failing an agreement with such Proposers, Tampa Bay Water may select additional Proposers in order of competency and qualifications as indicated in the Proposal evaluations until a Contract is reached or Tampa Bay Water may modify or cancel the RFP or reissue the RFP. The initial scores of the written Submittals to determine ranking will be based upon the categories, points and criteria as noted below.
3. AWARDS
Tampa Bay Water intends to award a minimum of ten (10) contracts for As-needed Engineering Services with individual contract amounts of $1.25 million each, depending on the quantity and quality of responses received. Firms are encouraged to assemble complete, collaborative teams to develop and provide a proposal that addresses all disciplines and all areas of expertise. It will be necessary for a Respondent to offer the entire suite of disciplines and practice areas sought to meet/match the most, if not all the possible scoring criteria to obtain a high-level, high ranking score. It is the intent to recommend a list compromised solely of As-needed Engineering firms/teams that offer most, if not the entire spectrum of services. The list of teams will need to have the ability to perform all the various disciplines to support and provide for the projected needs of Tampa Bay Water in the coming five-year period. Proposals will be evaluated using the criteria herein.
