About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is requesting bids for as-needed electrical services at the Lufkin State Supported Living Center, with bids due July 20, 2026 at 10:30 a.m. Central Time, and an optional on-site visit scheduled for July 2, 2026.

The contractor must be licensed as a Master Electrician through the Texas Department of Licensing and Regulation with a minimum of five years' relevant experience in commercial and residential maintenance and repair within the last seven years. Start-up businesses are ineligible. The bidder must provide three verifiable references from similar contracts completed within the last three years and submit detailed qualifications via Exhibit D. All personnel must pass comprehensive statewide Texas Department of Public Safety criminal and sex offender background checks prior to site access, and the contractor must participate in E-Verify for employment eligibility verification.

The scope encompasses electrical maintenance and repair work for low to high voltage systems (NIGP Class/Item Nos. 910-82 and 914-38) at 6844 North US HWY 69, Pollok, Texas 75969. Services operate Monday through Friday, 8 a.m. to 5 p.m. Central Time, with contractor response requirements of one hour verbally and two hours on-site with materials and personnel for standard requests, and one hour on-site for emergency services. All work must comply with the National Electrical Code (NEC) and NFPA standards (70, 70B, 70E). The contractor must maintain a Master Electrician license, operate a 24-hour, seven-day-per-week telephone line, keep Journeyman Electricians on call, and ensure a Journeyman Electrician supervises any Apprentices. All work carries a one-year warranty against defects in workmanship and materials covering 100% parts and labor.

Pricing must be submitted on a firm, fixed-price basis using Exhibit C Pricing Sheet, with unit rates for Master Electrician, Journeyman Electrician, and Apprentice Electrician labor, materials, equipment, supplies, travel, and related expenses. Price adjustments are permissible only at HHSC's sole discretion, potentially correlated with Consumer Price Index using Region VI Bureau of Labor Statistics indices or Federal Minimum Wage increases.

The initial contract term runs September 1, 2026, through August 31, 2029, with no renewal options but a potential one-year extension at HHSC's sole discretion. The contractor must carry Workers' Compensation and Employer's Liability ($1 million each), Commercial General Liability ($1 million per occurrence/$2 million aggregate), Commercial Automobile Liability ($1 million combined single limit), Professional Liability ($1 million), and Umbrella Liability ($1 million). Award will be made on a best-value basis considering bidder qualifications, ability to meet performance requirements, price, past vendor performance, financial capability, and vendor performance tracking system ratings. Questions are due July 6, 2026, with responses posted by July 10, 2026.
