About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division, in coordination with the Department of State Health Services, is requesting bids for as-needed electrical services at Austin State Hospital in Austin, Texas, with bids due July 28, 2026, at 10:30 a.m. and an optional on-site visit on July 13, 2026, at 10:30 a.m.
The scope encompasses general electrical repair and maintenance on medium voltage switchgear and underground wiring, maintenance on 15K transformers and related gear, emergency repairs related to weather or natural disasters, and 24-hour emergency response capabilities. Contractors must respond to non-emergency calls within four business hours and emergency calls within 30 minutes by phone and two hours on-site. Services are performed Monday through Friday, 7:00 a.m. to 4:00 p.m. Central Time; services outside regular hours require advance written approval and are invoiced at a separate rate.
Minimum qualifications include three years of relevant electrical experience, with assigned personnel holding a minimum of two years of experience and appropriate Texas Department of Licensing and Regulation licenses. Contractors must maintain a minimum staff of two Master Electricians and four Journeymen. Bidders must provide three verifiable references for similar services within the last three years.
Pricing must be firm and fixed, submitted on Exhibit C (Pricing Sheet), covering all labor, equipment, materials, and supplies. Bidders supply three pricing responses: regular hourly rates, overtime hourly rates, and a percentage markup on parts not to exceed 20 percent. Price adjustments are permitted only at HHSC's sole discretion and limited to annual adjustments tied to the Consumer Price Index for Urban Wage Earners and Clerical Workers or Consumer Price Index for All Urban Consumers, using a specified formula, or tied to federal minimum wage increases.
The contract runs September 1, 2026, through August 31, 2027, with two optional one-year renewal periods (through August 31, 2029) and a potential one-year extension, all subject to funding availability. No minimum volume or usage is guaranteed. Insurance requirements include Workers' Compensation, Commercial General Liability ($1 million per occurrence/$2 million aggregate), Commercial Automobile Liability ($1 million combined single limit), Professional Liability ($1 million), and Umbrella Liability ($1 million).
Questions are due July 16, 2026, at 5:00 p.m., with responses posted July 21, 2026. Award will be based on best value to the State, considering ability to meet requirements, delivery capability, and price. HHSC retains the right to make single or multiple awards. Bids are accepted in person at 1100 W. 49th Street, Austin, Texas, or through the optional HHS Online Bid Room; late submissions are not accepted. The HUB Subcontracting Plan is encouraged but not required. All respondents must complete HHS Solicitation Affirmations (Exhibit A), submit the Pricing Sheet (Exhibit C) and Bidder Reference Form (Exhibit D), and acknowledge any addenda issued.
