About this opportunity
Tampa Bay Water, a regional water supply authority serving the Tampa Bay area, is soliciting sealed bids through an Invitation to Bid (ITB) for as-needed domestic well drilling services to support its Well Mitigation program across portions of Hernando, Hillsborough, Pasco, Pinellas, and Polk Counties in Florida. The procurement seeks qualified contractors to drill new domestic wells and abandon existing private residential drinking water wells in compliance with Florida regulations and Tampa Bay Water's Well Mitigation Policy. Deliverables include drilling services for four standard domestic well types (Type A, Type A-Crossbar, Type B, and Type C) with fixed fee pricing, as well as well abandonment services at fixed per-foot rates for varying diameters and depths; contractors must mobilize to assigned sites within five calendar days of work order issuance and complete all work including cleanup and site restoration within twenty calendar days. Successful contractors must be currently active licensed water well contractors registered to do business in Florida, maintain general liability insurance of $1,000,000 per occurrence with $2,000,000 aggregate, automobile liability coverage of $500,000, and workers compensation insurance, and must submit bids with a $5,000 bid security bond. All pricing must be delivered pricing reflecting materials, labor, equipment, site mobilization and demobilization, permits, cleanup, and site restoration; contractors are also responsible for obtaining necessary permits, coordinating health inspections, and providing one-year warranties on completed wells. Bid proposals are due by 10:00 a.m. Eastern Standard Time on April 15, 2026, with public bid opening scheduled for 10:30 a.m. the same date at Tampa Bay Water's administrative offices in Clearwater, Florida, and no pre-bid conference has been scheduled.
The contract will be awarded to the lowest responsive, responsible bidder and will run from execution through June 30, 2029, with Tampa Bay Water retaining the right to renew for two additional one-year periods and extend for up to ninety additional days. No specific set-aside designations, disadvantaged enterprise requirements, or incumbent vendor information are identified in this procurement. Pricing for the four standard well types and abandonment services will be established through the bidding process, with allowances for annual price escalations or de-escalations upon ninety days' notice and documentation of supporting cost factors; additional services beyond the standard well types may be negotiated at the time of individual work orders. While no specific budget range is disclosed, the contract value will be determined by the volume of work orders issued and the fixed fees and per-foot rates established in the awarded bid, with work performed at private residences requiring professional and courteous contractor conduct with homeowners.
