About this opportunity
The DFW Airport Board is soliciting bids for annual maintenance and conservation of artworks at DFW Airport terminals and other Airport Board-owned facilities in Texas, with bids due November 24, 2026. The five-year contract requires work performed under the Code of Ethics and Guidelines for Practice of the American Institute for Conservation of Historic & Artistic Works. The Scope of Work indicates no set-asides for minority, women-owned, or small businesses, though MWBE participation is required for Charge Reimbursable Work where applicable.
Scope covers 30 distinct artworks across multiple terminals, including paintings and two-dimensional works, sculptures and three-dimensional works, floor-integrated medallions, mosaics, and terrazzo flooring. The contractor must complete an initial comprehensive inspection of all paintings and two-dimensional artwork within 15 business days of contract commencement, delivering documented reports with photographs. Additional deliverables include training for custodial and quality assurance staff and, as alternate work, monthly maintenance assessments for the interactive Circling Sculpture. Work frequency may be adjusted during the term at no additional cost to the Airport. Most conservation work occurs during evenings, nights, or weekends, and work between 6 A.M. and 11 P.M. requires specific approval from the DFW Airport Board Art Program Administrator.
Contractors must provide five references demonstrating proven airport-setting experience and similar scope complexity, plus subcontractor references. The lead conservator must have a minimum of five years of conservation experience, including at least three years with the listed artwork types. American Institute for Conservators membership is preferred.
Pricing is fixed and firm for the term under Price Schedule (Exhibit 3), with labor, materials, equipment, and supplies included unless otherwise specified.
Charge Reimbursable Work, including vandalism repairs, special projects, and unscheduled work, requires prior written approval from the Art Program Administrator. Work above $3,000 requires competitive bids from at least three qualified providers. Markups are capped at 15 percent if the contractor performs all work. Where subcontractors perform work, the contractor may mark up subcontractor costs by 5 percent, subcontractors may mark up their costs by 10 percent, and combined markups may not exceed 15 percent.
