About this opportunity
The state of Georgia, specifically Upson County, is seeking sealed bids for the ARPA Sanitary Sewer Improvements project to be received at Dawson City Hall until December 13, 2024, at 1:30 PM local time. The procurement involves comprehensive sanitary sewer infrastructure improvements, including pipebursting existing 15-inch terracotta clay pipe and replacing it with approximately 850 linear feet of 18-inch HDPE pipe, 1,200 linear feet of 16-inch HDPE pipe, and converting 300 linear feet of 8-inch ductile iron pipe to 8-inch HDPE pipe. Additional scope includes installing 400 linear feet of 18-inch PVC pipe through open trench installation, manhole rehabilitation and construction, implementing flow control measures, and completing site restoration. The project will be funded through the American Rescue Plan funds administered by the Governor's Office of Planning and Budget State Fiscal Recovery Fund grant program, with a required contract time of 180 days. Bidding documents can be obtained from www.cartersloope.com/outforbid for a $250 fee, and bidders must submit a bid bond or certified cashier's check for at least 10% of the base bid.
The contract opportunity does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Bidders will be required to comply with all applicable federal requirements outlined in Appendix II of 2 CFR 200 and existing state public works construction requirements. Performance and payment bonds totaling 100% of the contract price will be mandatory for the successful bidder. While specific budget ranges are not detailed in the documentation, the comprehensive infrastructure improvement nature of the project suggests a significant investment in municipal infrastructure. The project's funding through American Rescue Plan funds indicates potential flexibility in budgetary considerations and a commitment to infrastructure modernization. Potential bidders should carefully review the complete contract documents to understand the full scope of federal compliance requirements and technical specifications for this sanitary sewer improvement initiative.
