About this opportunity

The State of Colorado, Department of Personnel, Office of the State Controller is seeking a sole-source contractor for ARPA Compliance Monitoring and Oversight and closeout services, with a capabilities statement and acceptance of State terms due July 21, 2026 at 4:00 p.m. MT — a three-day turnaround. This is a federal-recovery closeout engagement under the American Rescue Plan Act's Coronavirus State and Local Fiscal Recovery Funds (SLFRF) program.

The scope covers transition of all SLFRF compliance monitoring and oversight services from the incumbent to the State or a State-designated successor. Key deliverables include a comprehensive Closeout Plan documenting all requirements, steps, timelines, milestones, and transition procedures, and designation of a closeout coordinator to manage the transition. The contractor must demonstrate extensive understanding of Office of Management and Budget Uniform Guidance (2 CFR 200) and Treasury Department SLFRF guidance and programmatic reporting requirements. During the closeout period, the contractor shall provide all reports, data, systems, and deliverables necessary for seamless transition, ensure all responsibilities transfer without significant interruption, notify subcontractors of contract termination as directed, and continue meeting all contract requirements until the State assumes responsibility for specific functions. Any incomplete closeout requirements at contract termination survive the contract and remain the contractor's obligation until completion.

The contract runs from January 1, 2027 through June 30, 2027. The funding source is Colorado's approximately $3.8 billion in SLFRF allocations. Submission should include a capabilities statement and confirmation of acceptance of State of Colorado Purchase Order Terms and Conditions, addressed to Lisa Barela at lisa.barela@state.co.us. The notice does not identify the incumbent contractor by name.
