The sole source contract period runs from January 1, 2027 through June 30, 2027, with the contractor responsible for transitioning all SLFRF compliance monitoring and oversight services to the State or to another State-designated contractor. Key deliverables include creating a comprehensive Closeout Plan that outlines all requirements, steps, timelines, milestones, and transition procedures, along with designating a closeout coordinator to manage the transition process. Interested firms must submit a capabilities statement and confirmation of acceptance of State of Colorado Purchase Order Terms and Conditions to Lisa Barela at lisa.barela@state.co.us no later than July 21, 2026 at 4:00 p.m. MT.
The contractor must demonstrate extensive understanding of the Federal Office of Management and Budget's Uniform Guidance (2 CFR 200) and Treasury Department SLFRF guidance and programmatic reporting requirements. During the closeout period, the contractor shall provide all reports, data, systems, and deliverables necessary for seamless transition, ensure all responsibilities are transferred without significant interruption, notify any subcontractors of contract termination as directed, and continue meeting all contract requirements until the State assumes responsibility for specific functions. The funding source is Colorado's approximately $3.8 billion in SLFRF funds received pursuant to ARPA. Any incomplete closeout requirements at the contract termination date shall survive the contract and remain the contractor's obligation until completion.

Exhibit A - Statement of Work
Background
On March 11, 2021, the American Rescue Plan Act (ARPA) was signed into law and established the Coronavirus
State Fiscal Recovery Fund and Coronavirus Local Fiscal Recovery funds, which together make up the
Coronavirus State and Local Fiscal Recovery Funds (SLFRF) program. The SLFRF is intended to provide support to State and Local governments in responding to the economic and public health impacts of COVID-19 and contain impacts on communities, residents, and businesses.
Colorado’s State government received approximately $3.8 billion in SLFRF funds pursuant to ARPA. States are responsible for robust compliance monitoring and oversight of the receipt, disbursement, and use of SLFRF funds.
The Governor’s Office issued a Notice of Award (ARPA-AL-A-3-DPA) to the Department of Personnel, Office of the State Controller (OSC) on July 14, 2021 directing the OSC to monitor the expenditure of SLFRF.
Contractor’s General Requirements
Contractor shall work cooperatively with State staff and, if applicable, the staff of other State contractors to ensure the completion of the Work. The State may, in its sole discretion, use other contractors to perform activities related to the Work that are not contained in the Contract or to perform any of the State’s responsibilities. In the event of a conflict between Contractor and any other State contractor, the State will resolve the conflict, and Contractor shall abide by the resolution provided by the State.
Project Specific Statement of Work
The Contractor shall have extensive understanding of the Federal Office of Management and Budget’s (OMB)
Uniform Guidance (including 2 CFR 200) as it relates to grants, contracts and monitoring. Contractor shall also have a clear understanding of the SLFRF guidance and programmatic reporting requirements issued by the
Department of the Treasury.
This Sole Source shall only to cover the period of January 1, 2027 through June 30, 2027 for closeout activities.
Closeout Periods
During the Closeout Period, Contractor shall complete all of the following:
Provide to the State, or any other contractor at the State's direction, all reports, data, systems, Deliverables and other information reasonably necessary for a transition as determined by the State or included in the most recent Closeout Plan or Closeout Plan Update that has been approved by the State.
Ensure that all responsibilities under the Contract have been transferred to the State, or to another contractor at the State's direction, without significant interruption.
Notify any Subcontractors of the termination of the Contract, as directed by the State.
Continue meeting each requirement of the Contract as described in the State-approved and updated Closeout
Plan, or until the State determines that specific requirement is being performed by the State or another contractor, whichever is sooner. The State will determine when any specific requirement is being performed by the State or another contractor and will notify Contractor of this determination for that requirement.
The Closeout Period may extend past the termination of the Contract. The State will perform a closeout review to ensure that Contractor has completed all requirements of the Closeout Period. If Contractor has not completed all of the requirements of the Closeout Period by the date of the termination of the Contract, then any incomplete requirements shall survive termination of the Contract.
Deliverable - Contractor shall create a Closeout Plan that describes all requirements, steps, timelines, milestones and Deliverables necessary to fully transition the services described in the Contract from Contractor to the State to provide any remaining necessary audit functions after the termination of the Contract. The
Closeout Plan shall also designate an individual to act as a closeout coordinator, who will ensure that all requirements, steps, timelines, milestones and Deliverables contained in the Closeout Plan are completed and work with the State and any other contractor to minimize the impact of the transition on the State. Contractor shall deliver the Closeout Plan to the State for review and approval.
