About this opportunity

The Florida Department of Corrections (FDC) has issued a single-source contract opportunity for GLOCK handguns, accessories, and associated armorer training courses for Probation Officers, specifically targeting Leon County. The procurement focuses on acquiring GLOCK handguns, night sights, and magazines, along with mandatory GLOCK Armorer certification training through GLOCK Professional, Inc., the sole authorized training provider. The contract aims to maintain the current weapon system and ensure continued proper maintenance, servicing, and warranty compliance for FDC's probation personnel. The procurement is structured as a three-year contract with a total annual value of $2,000,000, requiring vendors to provide comprehensive armorer instruction that covers mechanical functioning, assembly/disassembly, maintenance, troubleshooting, and repair of GLOCK handguns. The solicitation (SS-24-017 PUR 7778) was posted on October 29, 2024, with proposals due by November 1, 2024. Key objectives include maintaining existing weapon infrastructure, preventing disruption to current officer training, and ensuring continued weapon system standardization across the department.

The contract opportunity appears to be restricted to GLOCK Professional, Inc. as the sole source vendor, with no explicit set-aside designations for disadvantaged enterprises mentioned. The procurement is justified by the current investment in GLOCK handguns and the specialized training infrastructure already established within the FDC. Changing vendors would necessitate discontinuing existing weapons and comprehensive retraining of department personnel, which presents significant operational and financial challenges. The contract will require the vendor to maintain existing GLOCK Armorer-certified staff capabilities within the FDC and provide ongoing training and support. The total contract value suggests a significant investment in maintaining the department's current weapon and training ecosystem, with an estimated annual budget of $2,000,000 and a three-year total potential value of $6,000,000. No competitive bidding process is anticipated due to the single-source nature of the procurement, which is predicated on the unique training and warranty requirements specific to GLOCK handguns.

Opportunity text

Currently, the FDC employs GLOCK Armorer-certified staff to service weapons carried by Probation Officers. GLOCK Professional, Inc., a subsidiary of GLOCK Inc., is the only authorized provider of GLOCK training courses. Armorer courses are required to provide instruction on the weapon's mechanical functioning, assembly/disassembly, maintenance, troubleshooting, and repair. Certified Armorers ensure that the handguns warranty is maintained and that FDC staff is properly trained to handle the weapon. The FDC's Probation Officers are currently trained to carry GLOCK handguns. Purchasing from a vendor other than GLOCK would require the discontinuance of previously purchased weapons and neccesitate the retraining of Department personnel.
