About this opportunity

The City of Dallas Department of Sanitation Services is seeking an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for Armed Security Guard Services across multiple facilities including McCommas Bluff Landfill, Eco Park, Bachman Transfer Station, Fair Oaks Transfer Station, Southwest Transfer Station, and five District Office locations. The three-year contract includes two optional one-year renewal periods, with services to be ordered on an as-needed basis. Total estimated annual security coverage is 32,760 hours, with requirements ranging from daytime to 24/7 armed security personnel, vehicle coverage, and supervisor staffing. Proposers must have a minimum of five years of experience providing security services to public entities, possess all necessary Texas state licenses, maintain a local office within 75 miles of Dallas City Hall, and employ at least one manager with five years of security operations management experience. Armed security personnel must be at least 21 years old, hold valid Texas Commissioned Security Officer licenses, have one year of armed security experience, and maintain current certifications in use of force, defensive tactics, CPR/AED, firearms qualification, and de-escalation training. The proposal will be evaluated on cost (15 points), experience and qualifications (40 points), work plan (40 points), and local preference (5 points), with a proposal submission deadline of January 23, 2026.

The solicitation includes provisions for local workforce participation and encourages participation from disadvantaged businesses, though specific set-aside requirements are not strictly mandated. The contract requires compliance with a living wage rate of $23.06 per hour as established by Dallas City Council Resolution 15-2141. Insurance requirements are comprehensive, including Workers' Compensation, Business Automobile Liability, Commercial General Liability, and Security Guard Services Liability Insurance with specific minimum coverage amounts. Three vendors will be selected - a primary, secondary, and tertiary vendor - based on the evaluation criteria. While specific contract value is not explicitly stated, the comprehensive insurance and staffing requirements suggest a substantial financial commitment. The City reserves the right to award the entire solicitation or individual components and may reject any or all proposals. Proposers must submit all documentation electronically through the City's solicitation portal at https://dallascityhall.bonfirehub.com/login, with the contract commencing upon Dallas City Council approval and contract execution.
